His Excelency

Richard Yates

Governor of Illinois:

Sir:

It is made my agreeable duty to transmit to you the accompanying proceedings and resolutions, expressive of the sentiments of Illinois volunteers at this post, and in its vicinity, on a subject deeply affecting the success of their arms and the honor of their state.

The almost unanimous vote by which the resolutions were adopted by the different commands, submitted, as they were, without solicitation or pressure, is sufficient evidence of the unswerving loyalty and patriotism of the good and gallant men you have sent to the field.

You may rest assured that these men have no sympathy with that class, whose courage finds expression alone, in a war upon the nation's benefactors and defenders, and who affect to seek peace through submission to Traitors who spurn all offers of peace, not based upon the overthrow of the government, the disruption of the union, and the dishonor of our flag.

Let it be understood, that the Soldiers of Illinois are in earnest. They came to this service

with honest purposes and right convictions of duty - as patriots, not as partisans. Whatever clouds obscured their sight before they see clearly, now. They have passed through the baptism of fire and blood, into a living faith in the justice of their cause, the eternity of the union, and in their own ability to maintain it.

A great mistake is being made in the effort to pervert party names to disloyal uses. The soldier feels, as one feels a disgraceful blow, the wound thus inflicted upon the integrity of his political faith. He holds, however, the remedy in his own hands, and will apply it when the cartridge box gives way to the ballot box. For whatever shapes or names, political organizations then may take, those now sustaining the government and laboring to vindicate the constitution and laws will prevail: while those who hold dalliance with treason, and cry peace when there is no peace, save in dishonor, will shrink from the stage and seek shelter in obscurity.

The honor of Illinois is dear to her soldiers. Their blood has nourished it, and they will not permit it to be compromised. Claiming brotherhood with those at home, who, inspired by your own counsels and labors, have sustained and encouraged

Feby 15th 1863

Dear Governor

We are expecting you up here some time this week as you promised to come Mr and Mrs Dunn write in requesting you to come - should you do so and I beg of you that you will you will be entertained as well as possible in a great place like this I hope that you will have started before this reaches your Henry would I think like the school here and it is just such a quiet place as boys of his age ought to be educated in

The condition of this State is very alarming - Unwise men on all sides of the political questions seem to be doing all in their power to stir up the people to achieve

Civil War - I think that there is great danger - From my acquaintance with you you must know that I am not an alarmist - I am not disposed to cry out until there is some real danger - I believe that the time of danger has really come - I hope and pray that it is not so and that I am mistaken but my convictions are so strong that I now beg of you to have placed in some way in your own hands such power as will enable you as the Executive to immediately suppress any insurrection to punish or disobedience of the laws in the most [illegible] manner - I am told there is a county adjoining this (and I get my information from a reliable source) that several hundred men assembled armed to the teeth as if by no previous concert. and drove the negroes out of the county seat - secret meetings are being held all over this section of country --- of course

the negroes have no right here under our laws and of course the people have a right to have secret meetings and to bear arms and I would be the last one to question these rights but this action proved something It proved that there is organization and concerted [action?] - The negroes if to be driven out should be driven out by prosecution and under the laws - The fact of organization and that arms are in the hands of these men who propose to forcibly compel the government to recognize the rebels is sufficient to convince me that there is danger I do not wish to be understood to attribute the wrong to any one political party - I believe that it is necessary that something be done Do not understand that I think these extreme measures should be used against persons who do not commit serious overt acts or who do not forcibly seek to resist the government or get up an insurrection - can you not lay the whole facts before the authorities at Washington or Genl Wright. and prepare yourself for emergency immediately - Please excuse me for saying so much. I know that this subject has not been overlooked by you cherishing as I know you do so much affection for our noble state and for our whole country. Please excuse me for saying so much.

Truly your friend, Clark E. Carr

A. Kitchell,

Dear Sir.

I have for some time been indulging myself, with the wish to try the experiment of rais a Regment of Negros, and drill them for the service.

This with many at home. I know would be a vary unpoplar undertaking.

But at the first braking out of this rebelian. I started out to do all that was in my power to put it down.

And I now am prepared to use every means. that will kill a trator.

It is now almost one year since I came into the Slave States, and have been imployed the greater part of the time in Scouting. which has thrown me in constant communication with the Negros. And I have been induced to believe that they can be made avalible as Solders. I think that it is the true policy for the government to use every means that it can

to protect the lives of its white citizens. and the Government will be weakened less by the loss of three negros than it would be by the loss of one white man. This is my opinion it my be erronious.

My health has become such that I fear that I will not be able to withstand the hardships of the Cavlery Service much longer. Is one reson for my wishing to make this change of Sirvice. And an other I think that I can do more good by organising a thousand ineffective men and making them usefull Solders than I can by commanding an old and well drilled company.

To enable me to set about this enterprise I must have an order from the war department. And this will have to be obtained through some influencial friend. You know that all of my friends are opposed to the Negros being brought into the service.

The assistance of Gov. Yates would be of great adventige. If you will lend me what assistance you can I will try to do my duty. is all the

promice that I will make least I should break it.

Yours

A. Kitchell,

Yours

John Lynch, Capt.

In consideration of the critical position of our country at present and of the intrigues of miserable politicians and partisans, who - while the true and loyal citizens of our state, with the sacrifice of blood and life, endeavor to destroy the enemies of our most sacred rights; - aid and abett these enemies, at home, by means of treasonable, and our state degrading resolutions, be it resolved:

1., That we, the German soldiers and citizens of the State of Illinois, who have declared themselves willing to sacrifice all for the preservation of the Union, have heard with the greatest indignation of the miserable treachery of the men, who dare to call themselves our representatives.

2., That we endorse with pleasure the emancipation proclamation of our President, and are at any moment ready to execute it with arms in hand.

3., That we regard our Governor Richard Yates, as one of the noblest, truest and most high minded patriots of the United States, and that we refute the infamous attacks and slanders, which have been made upon him by secesh-sympathizing members of the legislature of Illinois, as low and mean in the highest degree, and that we regret that we are no longer at Camp Butler, to have an opportunity of liberating the halls of our capitol, from this detestable scum.

4., That we condemn the majority-report of the house committee on federal relations most decidedly, and that we consider the authors and all those, who voted in favor of this report as rebels and traitors, who deserve to be hung by the side of Jeff. Davis and consorts.

5., That we, contrary to this report, consider the minority report of the same committee, as the noble expression of the sentiments of true patriots, and acknowledge and esteem the same as such with all our heart, and that we are convinced that the same will be endorsed by every soldier of the State of Illinois.

6., That we hope and wish, that this rebellion may soon be suppressed, but only by force of arms, and that then the traitors in the north as well as the leaders of the rebellion in the south, may not evade their just punishment.

7., That these resolutions be published in the "Illinois-Staats-Zeitung" and the "Chicago Tribune,"

and copies thereof be sent to the Governor of Illinois and to our representatives in Congress, as well as to our Colonel Frederic Hecker, who, unfortunately, was prevented by disease, from participating in this demonstration.
