Governor of Illinois

Governor,

I am happy to inform you, that since your brother Wm's arrival here, he has been acting on my staff as aide de camp, and has been perfectly steady, and conducted himself in every way as a gentleman. Upon receiving notice of Lieut. Beck's resignation as adjutant of the 6th Illinois Cavalry, I immediately recommended him to Lieut. Col. Loomis, who now has command of the Regiment, to fill the vacancy.

Yours announcing my recommendation for Brig. Gen'l. came duly to hand. Accept my thanks for the favor; but there are so many names before the President & Senate in connection with this position that I fear, unless extraordinary efforts are made by my friends, that the attempt will prove futile. Should you not go to Washington

yourself, would it not be well to telegraph the President, or entrust the matter to some one there, who can be depended upon to urge the matter.

Should I succeed in obtaining the promotion, I will endeavor to obtain a better position for your brother.

I have not seen any notice of my nomination by the President. Let me hear from you on receipt of this, whether you have received any information in regard to the matter.

Respectfully

Your obt. servt.

Says since Will arrived there he has been acting upon his staff as aid de C. has conducted himself in very way as a gentleman. Has recommended him to the Lieut Col for the position of Adjt.

Thanks the Governor for the recommendation for Brigadier General. Thinks unless extraordinary efforts are made it will prove a failure.

Galesburg Ill

Feby 15th 1863

Dear Governor

We are expecting you up here some time this week as you promised to come Mr and Mrs Dunn write in requesting you to come - should you do so and I beg of you that you will you will be entertained as well as possible in a great place like this I hope that you will have started before this reaches your Henry would I think like the school here and it is just such a quiet place as boys of his age ought to be educated in

The condition of this State is very alarming - Unwise men on all sides of the political questions seem to be doing all in their power to stir up the people to achieve

Civil War - I think that there is great danger - From my acquaintance with you you must know that I am not an alarmist - I am not disposed to cry out until there is some real danger - I believe that the time of danger has really come - I hope and pray that it is not so and that I am mistaken but my convictions are so strong that I now beg of you to have placed in some way in your own hands such power as will enable you as the Executive to immediately suppress any insurrection to punish or disobedience of the laws in the most [illegible] manner - I am told there is a county adjoining this (and I get my information from a reliable source) that several hundred men assembled armed to the teeth as if by no previous concert. and drove the negroes out of the county seat - secret meetings are being held all over this section of country --- of course

the negroes have no right here under our laws and of course the people have a right to have secret meetings and to bear arms and I would be the last one to question these rights but this action proved something It proved that there is organization and concerted [action?] - The negroes if to be driven out should be driven out by prosecution and under the laws - The fact of organization and that arms are in the hands of these men who propose to forcibly compel the government to recognize the rebels is sufficient to convince me that there is danger I do not wish to be understood to attribute the wrong to any one political party - I believe that it is necessary that something be done Do not understand that I think these extreme measures should be used against persons who do not commit serious overt acts or who do not forcibly seek to resist the government or get up an insurrection - can you not lay the whole facts before the authorities at Washington or Genl Wright. and prepare yourself for emergency immediately - Please excuse me for saying so much. I know that this subject has not been overlooked by you cherishing as I know you do so much affection for our noble state and for our whole country. Please excuse me for saying so much.

Truly your friend, Clark E. Carr

Carr

I am glad the miserable Butternut legislature is at an end for a while at least and that they did not succeed in carrying out their treasonable designs. I think our Republican friends in the legislature was a little to smart for them. Thank Heaven that the meditated treason has been at least suspended for a season and by the time June comes I hope that the soldiers will so speak that they will not dare to carry out what they have begun

I have a son in the Army He is in Davidsons Peoria Battery and is now or was a short time since at Helena Arkansas. He is sick and I desire to go and see him I presume it would be difficult for me to get there without something which would get me on the government Boats If you can do so will you furnish me with the proper documents which will insure me in getting there

When as far down as Helena I might wish to go to Vixburgh. and should like to go there also

If you can furnesh me with something that will carry out my object you will much oblige me If not otherwise make me your agent for some purpose.

Your early reply will much oblige Your Truly

At a meeting of the Officers of the 82nd Regt. Ills. Vols. held this day, Lieut. Col. Edward S. Salomon was chosen chairman and Adjutant Eugene F. Weigel secretary, and the following resolutions were offered, and unanimously adoptet:

In consideration of the critical position of our country at present and of the intrigues of miserable politicians and partisans, who - while the true and loyal citizens of our state, with the sacrifice of blood and life, endeavor to destroy the enemies of our most sacred rights; - aid and abett these enemies, at home, by means of treasonable, and our state degrading resolutions, be it resolved:

1., That we, the German soldiers and citizens of the State of Illinois, who have declared themselves willing to sacrifice all for the preservation of the Union, have heard with the greatest indignation of the miserable treachery of the men, who dare to call themselves our representatives.

2., That we endorse with pleasure the emancipation proclamation of our President, and are at any moment ready to execute it with arms in hand.

3., That we regard our Governor Richard Yates, as one of the noblest, truest and most high minded patriots of the United States, and that we refute the infamous attacks and slanders, which have been made upon him by secesh-sympathizing members of the legislature of Illinois, as low and mean in the highest degree, and that we regret that we are no longer at Camp Butler, to have an opportunity of liberating the halls of our capitol, from this detestable scum.

4., That we condemn the majority-report of the house committee on federal relations most decidedly, and that we consider the authors and all those, who voted in favor of this report as rebels and traitors, who deserve to be hung by the side of Jeff. Davis and consorts.

5., That we, contrary to this report, consider the minority report of the same committee, as the noble expression of the sentiments of true patriots, and acknowledge and esteem the same as such with all our heart, and that we are convinced that the same will be endorsed by every soldier of the State of Illinois.

6., That we hope and wish, that this rebellion may soon be suppressed, but only by force of arms, and that then the traitors in the north as well as the leaders of the rebellion in the south, may not evade their just punishment.

7., That these resolutions be published in the "Illinois-Staats-Zeitung" and the "Chicago Tribune,"

and copies thereof be sent to the Governor of Illinois and to our representatives in Congress, as well as to our Colonel Frederic Hecker, who, unfortunately, was prevented by disease, from participating in this demonstration.

The Congressional apportionment bill is awful. It knocks us out of a member in this county and gives us but five districts in the state—though the popular vote may be Republican by 10,000. If it be not too late I do hope you will withhold your signature and veto it. In our co. it detaches our strongest Republican townships and the 5th and 6th wards and throws them into the Dupage district

& leaves all the remainder of the county in the hands of the copperheads It cuts off territory that gives 2,400 Rep maj. You see the effect. Our Senator Ward did not do his duty on this bill. There is a private but a bad reason for it. Our folks feel terribly chagrined and the copperheads are exultant over the cong. apportionment. Do knock it over the head, if not too late
