&lt;/p&gt;&lt;p&gt;During my absence East last Month your letter of July 23rd came to my office and I regret to say did not reach my notice until to day. Allow me to direct your attention to the facts connected with organization of the Cavalry forces in this State. and from them am sure your mind will be disabused of the opinion that the merits of Capt Jenks and his Company have been overlooked.
&lt;/p&gt;&lt;p&gt;The act for raising a regiment of Cavalry compelled the acceptance of Companies in the order in which their services were tendered in the Adjutant Generals Office. Upon examination of his records, 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I find that Capt. Burchells Company was tendered before that of Capt Jenks, and as but one Company could be accepted from your County was left without discretion in assigning the Company to be received. This accounts for the despatch to Capt B. at time of organization of the First Regiment. When authorized by the Secretary of War to raise another regiment (the 2nd) a despatch was sent to Capt Jenks asking how soon he could report a full company (July 4th) to which he replied that his Company had disbanded but would raise one ready for service in twenty days. Orders from War department being peremptory to have Companies ready in less time, he could not of course be received. We were encouraged to believe that Capt Dodson could sooner report and upon that condition was accepted. If the Adjutant failed to reply to Capt Jenks last despatch it was an oversight, and
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;one regretted. Capt. Jenks did all that was necessary to insure consideration and nothing but his inability to respond in time prevented his admission to the Second regiment. I wish you and Capt Jenks and all friends of the Administration would take the trouble to first possess yourselves of facts connected with measures you esteem mysterious, before indulging the belief that our best men are kept in the background, or that the gallant fellows who have gone first to the field are without the material aid &amp;amp; sympathy of those who direct their movements.
&lt;/p&gt;&lt;p&gt;I know nothing of Mr Dodson, personally, but cognisant of the fact that his friends and those of Col Burchell were instrumental in securing the passage of the Cavalry regt law, and other things being equally entitled to same consideration as any who express a preference for that arm of the service.

&lt;/p&gt;&lt;p&gt;I heartily thank you for your good letter, and fully endorse all that you said or did.  Moreover I think such efficiency and promptness have added to the already high appreciation, in which your friends and the public hold you.  Our friend Loomis has the letter and the papers which you were kind enough to send me, and will as soon as possible prepare for publication such portions of the letter, and the printed matter as we think best.
&lt;/p&gt;&lt;p&gt;I understand that you are remaining at St Louis by request of General Fremont, and now may I ask you as a good friend of Illinois, to intercede with the General, to let the 13 Regiments of Infantry, the 4 Regiments of Cavalry, and one battallion of Artillery, remain in our camp until we equip them, which shall be done soon, and in the best style?  I am sending all the 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;2
&lt;/p&gt;&lt;p&gt;good drill officers there which I can get, and intend, General, if so permitted to send you from that camp an army of which you and Illinois and Gen'l Fremont will be proud.  I shall visit it often in person, and cheer the officers and men to aim at, and to achieve as high military discipline as possible.
&lt;/p&gt;&lt;p&gt;I have a personal pride in this which I know you would like to gratify.  In the mean time I am doing and will continue to do, all I can, to carry out the orders of the Maj Gen'l in sending to him the Independant Regiments (now 14 in number) as rapidly as possible.
&lt;/p&gt;&lt;p&gt;I desire also that Gen Fremont shall send me the names of some persons for officers of which he wrote me not long since.  I will also thank you for suggestions on the same subject.
&lt;/p&gt;&lt;p&gt;I have already determined that I will adopt your suggestion as to tendering
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;3
&lt;/p&gt;&lt;p&gt;an appointment to Capt Carlin.  Where is he now?  I think in the formation of the battalion of Artillery I shall call home if possible from the US Army four sons of Illinois for Captains, and one for Major.  Do you suppose that they could be transferred?  Indeed I hope Gen Fremont and yourself will, as far as may be appropriate, give me the names of Illinoisians for the officers you may suggest.  It would have a good effect among our people to know that the sons of the State, were coming home to risk their fate with hers, and to aid in securing new glories to those she has already achieved on so many fields.
&lt;/p&gt;&lt;p&gt;I had thought especially of Martin D. Hardin, and Capt Carlin, who else will you suggest?
&lt;/p&gt;&lt;p&gt;Again could not Gen Fremont be induced to appoint on his staff some prominent man from Illinois who

&lt;/p&gt;&lt;p&gt;would keep him advised of the number, and disposition of our troops and who would also vigilantly watch the interests of the State, securing to her troops as honorable positions as possible.  I believe he would consent to this if you would undertake to present him the advantage of such an arrangement.  It would save him much trouble from reading long letters as we could directly correspond with our representative on his staff - so as it would be of great importance as our representative from his stand point at Head Quarters could give to the Governor information which could secure more efficiency and contribute much to the fame which our State hopes to achieve in this great Contest.  I think that to grant this request is due to our noble State which unless restrained by Federal Authority will in one hundred days have one hundred thousand

&lt;/p&gt;&lt;p&gt;brave volunteers in the field ready to fight on 'till this highhanded rebellion shall be put down and 'till victory glorious overwhelming and complete shall stream from all our banners.  Do urge this with all earnestness upon Gen Fremont and get his answer as speedily as possible.
&lt;/p&gt;&lt;p&gt;I have no choice as to who shall be that representative so that he is competent to the great duty.  I have thought of Gov Koerner provided he would accept it but could suggest a number of good names from whom or from others, he, (Gen Fremont) might make his selection.
&lt;/p&gt;&lt;p&gt;From a conversation I had with Col Shaffer I was reassured of your friendship and partiality toward me in saying you would be glad to see me appointed Maj General.  This is indeed a compliment for which I shall ever remember you with gratitude.  Hon J A McClernand also did me the honor to propose the same.  While I

Moreover I think such efficiency and promptness have added to the already high appreciation, in which your friends and the public hold you.  Our friend Loomis has the letter and the papers which you were kind enough to send me, and will as soon as possible prepare for publication such portions of the letter, and the printed matter as we think best.
&lt;/p&gt;&lt;p&gt;I understand that you are remaining at St Louis by request of General Fremont, and now may I ask you as a good friend of Illinois, to intercede with the General, to let the 13 Regiments of Infantry, the 4 Regiments of Cavalry, and one battallion of Artillery, remain in our camp until we equip them, which shall be done soon, and in the best style?  I am sending all the

&lt;/p&gt;&lt;p&gt;good drill officers there which I can get, and intend, General, if so permitted to send you from that camp an army of which you and Illinois and Gen'l Fremont will be proud.  I shall visit it often in person, and cheer the officers and men to aim at, and to achieve as high military discipline as possible.
&lt;/p&gt;&lt;p&gt;I have a personal pride in this which I know you would like to gratify.  In the mean time I am doing and will continue to do, all I can, to carry out the orders of the Maj Gen'l in sending to him the Independant Regiments (now 14 in number) as rapidly as possible.
&lt;/p&gt;&lt;p&gt;I desire also that Gen Fremont shall send me the names of some persons for officers of which he wrote me not long since.  I will also thank you for suggestions on the same subject.
&lt;/p&gt;&lt;p&gt;I have already determined that I will adopt your suggestion as to tendering

&lt;/p&gt;&lt;p&gt;an appointment to Capt Carlin.  Where is he now?  I think in the formation of the battalion of Artillery I shall call home if possible from the US Army four sons of Illinois for Captains, and one for Major.  Do you suppose that they could be transferred?  Indeed I hope Gen Fremont and yourself will, as far as may be appropriate, give me the names of Illinoisians for the officers you may suggest.  It would have a good effect among our people to know that the sons of the State, were coming home to risk their fate with hers, and to aid in securing new glories to those she has already achieved on so many fields.
&lt;/p&gt;&lt;p&gt;I had thought especially of Martin D. Hardin, and Capt Carlin, who else will you suggest?
&lt;/p&gt;&lt;p&gt;Again could not Gen Fremont be induced to appoint on his staff some prominent man from Illinois who

&lt;/p&gt;&lt;p&gt;would keep him advised of the number, and disposition of our troops and who would also vigilantly watch the interests of the State, securing to her troops as honorable positions as possible.  I believe he would consent to this if you would undertake to present him the advantage of such an arrangement.  It would save him much trouble from reading long letters as we could directly correspond with our representative on his staff - so as it would be of great importance as our representative from his stand point at Head Quarters could give to the Governor information which could secure more efficiency and contribute much to the fame which our State hopes to achieve in this great Contest.  I think that to grant this request is due to our noble State which unless restrained by Federal Authority will in one hundred days have one hundred thousand

&lt;/p&gt;&lt;p&gt;I have no choice as to who shall be that representative so that he is competent to the great duty.  I have thought of Gov Koerner provided he would accept it but could suggest a number of good names from whom or from others, he, (Gen Fremont) might make his selection.
&lt;/p&gt;&lt;p&gt;From a conversation I had with Col Shaffer I was reassured of your friendship and partiality toward me in saying you would be glad to see me appointed Maj General. &lt;/p&gt;&lt;p&gt;I as a humble citizen of your State came to this Town the 13 of May last 36 miles from Cairo Union County I left my home in Tennessee to save myself and Union principles I brought my family with me 4 sons 2 daughters and wife three of my sons and myself able and willing to carry arms. After I settled I sent my 3 sons up the country to Nashville (Ill) and thence to Centralia at the latter place One joined the army the other two have returned here. In our travels we find since we came here what I was informed was here before I left Tennessee That at least one half of the men from Golconda around the borders of Egypt to Nashville (Ill) is nothing more than the worst rebels that live on the face of Gods green earth and my honest opinion is that if Cairo should be attacked they will turn out in open rebellion without some immediate course is taken to prevent or counteract their mighty influence in this and the adjoining counties. It has been said here lately by disunionists "that some republicans must be hanged here before there will be peace" That was the word in Tennessee the next was the mob with rope in hand Must union men stand still as I and my friends did in Tennessee until it was too late and leave this country minus I hope not before I will leave this country I will die and go to Genl Jacksons company as I was reared within 3 miles of the old hero he was a union man when alive and I guess he is yet I served in the United States army 3 months at the removal of the Cherokee Indians I came into the Union the same year that Illinois did my age is Forty Three years all my support now must come by my labor (as I left my property when I came from Tenn)

After I settled I sent my 3 sons up the country to Nashville (Ill) and thence to Centralia at the latter place One joined the army the other two have returned here. In our travels we find since we came here what I was informed was here before I left Tennessee That at least one half of the men from Golconda around the borders of Egypt to Nashville (Ill) is nothing more than the worst rebels that live on the face of Gods green earth and my honest opinion is that if Cairo should be attacked they will turn out in open rebellion without some immediate course is taken to prevent or counteract their mighty influence in this and the adjoining counties. It has been said here lately by disunionists "that some republicans must be hanged here before there will be peace" That was the word in Tennessee the next was the mob with rope in hand Must union men stand still as I and my friends did in Tennessee until it was too late and leave this country minus I hope not before I will leave this country I will die and go to Genl Jacksons company as I was reared within 3 miles of the old hero he was a union man when alive and I guess he is yet I served in the United States army 3 months at the removal of the Cherokee Indians I came into the Union the same year that Illinois did my age is Forty Three years all my support now must come by my labor (as I left my property when I came from Tenn)

&lt;/p&gt;&lt;p&gt;Mr. T. is a gentleman of [illegible] morals and habits, of high standing, well connected socially and politically, of fine attainments also of a regular military education, having with credit, gone through a three years course of study at the Military Academy at West Point.
&lt;/p&gt;&lt;p&gt;I have no hesitation in saying that his appointment to the position indicated would be of advantage to the public service and highly acceptable to his numerous friends in this section - His success would be personally gratifying to myself

Permit me therefore to say to you that having known Mr. McIlwain for the last three years I would truly recommend him to you as being a man true to the Union and one who will perform his duty to the best possible advantage.
