&lt;/p&gt;&lt;p&gt;Mr Cheever's principal business in his interview with you, is to ascertain what disposition has been made of the application in behalf of many prominent citizens of Ottawa for your authority for William H. W. Cushman to raise a Regt for the war.

&lt;/p&gt;&lt;p&gt;Mr. W. H. Cushman has recd a military education and is conceeded by all military men to be an accomplished Officer. He has for some years had the command of one of the best companies of Cavalry in the State.
&lt;/p&gt;&lt;p&gt;He is a man of great wealth, and alike distinguished for his business habits, and military talents. Every inch a soldier, His appointment is sought for him by citizens of all political parties. All have confidence in his peculiar qualifications

&lt;/p&gt;&lt;p&gt;He is a man of great wealth, and alike distinguished for his business habits, and military talents. Every inch a soldier, His appointment is sought for him by citizens of all political parties. All have confidence in his peculiar qualifications

&lt;/p&gt;&lt;p&gt;Your Excellency may recollect the mention in a letter of July 23 of the apprehensions of this region lest there shd be an inroad from the rebels of Missouri
&lt;/p&gt;&lt;p&gt;Affairs here are becoming more complicated. Refugees of both parties are seeking safety among us. Several rebel soldiers have brought their families across &amp;amp; returned to fight.
&lt;/p&gt;&lt;p&gt;Their spies have traversed the county.
&lt;/p&gt;&lt;p&gt;Their visits make them familiar with it.
&lt;/p&gt;&lt;p&gt;They will find 20 miles of road here, together, either one of wh would probably afford more supplies to an army than any one mile of some counties in the state.
&lt;/p&gt;&lt;p&gt;This very industry &amp;amp; thrift of the community leave us destitute of arms.

&lt;p&gt;When the river is frozen over &amp;amp; our Pork fattened, arms, organization, &amp;amp; discipline will be very essential. In order to the latter, arms are needed at once.
&lt;/p&gt;&lt;p&gt;If we cannot get them from the state, we must get some for ourselves.
&lt;/p&gt;&lt;p&gt;We hear that you have commenced the distribution. If so can you not spare us enough for a Company of Cavalry or for 50 at least, at once.
&lt;/p&gt;&lt;p&gt;If you cannot provide us can you allow one of your subordinates to give us information as to where arms can be procured cheapest.
&lt;/p&gt;&lt;p&gt;We find that cheapness will quadruple our numbers, if we purchase our own arms.
&lt;/p&gt;&lt;p&gt;We suppose we need for cavalry a Minnie Rifle (short, 32 metres &amp;amp; with a strap) &amp;amp; Minnie Cartridges. A pair of pistols, one smoothbored (to carry buck shot, for use in the nights) &amp;amp; one rifled. A Sabre; short &amp;amp; heavy for unskilled hands.

&lt;/p&gt;&lt;p&gt;Your Excellency may recollect the mention in a letter of July 23 of the apprehensions of this region lest there shd be an inroad from the rebels of Missouri
&lt;/p&gt;&lt;p&gt;Affairs here are becoming more complicated. Refugees of both parties are seeking safety among us. Several rebel soldiers have brought their families across &amp;amp; returned to fight.
&lt;/p&gt;&lt;p&gt;Their spies have traversed the county.
&lt;/p&gt;&lt;p&gt;Their visits make them familiar with it.
&lt;/p&gt;&lt;p&gt;They will find 20 miles of road here, together, either one of wh would probably afford more supplies to an army than any one mile of some counties in the state.
&lt;/p&gt;&lt;p&gt;This very industry &amp;amp; thrift of the community leave us destitute of arms.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;When the river is frozen over &amp;amp; our Pork fattened, arms, organization, &amp;amp; discipline will be very essential. In order to the latter, arms are needed at once.
&lt;/p&gt;&lt;p&gt;If we cannot get them from the state, we must get some for ourselves.
&lt;/p&gt;&lt;p&gt;We hear that you have commenced the distribution. If so can you not spare us enough for a Company of Cavalry or for 50 at least, at once.
&lt;/p&gt;&lt;p&gt;If you cannot provide us can you allow one of your subordinates to give us information as to where arms can be procured cheapest.
&lt;/p&gt;&lt;p&gt;We find that cheapness will quadruple our numbers, if we purchase our own arms.
&lt;/p&gt;&lt;p&gt;We suppose we need for cavalry a Minnie Rifle (short, 32 metres &amp;amp; with a strap) &amp;amp; Minnie Cartridges. A pair of pistols, one smoothbored (to carry buck shot, for use in the nights) &amp;amp; one rifled. A Sabre; short &amp;amp; heavy for unskilled hands.

&lt;/p&gt;&lt;p&gt;2nd Because you have appointed a man to the place both morally and physically incompetent
&lt;/p&gt;&lt;p&gt;3rd Because you have given positions to men who opposed you and who tried to compel me to oppose you and who have not more military merit than myself
&lt;/p&gt;&lt;p&gt;4th because you have appointed and are still appointing men whose sympathies are against the Energetic prosecution of the War -
&lt;/p&gt;&lt;p&gt;When at Bloomington I had to disobey instructions to support you and thereby joepardised the interest of other friends &amp;amp; thereby no doubt defeated myself in my application for office last winter, and now after

My labors commenced in the Spring of 1854 and were continuous till we achieved a triumph in 1860, resulting in &lt;u&gt;my complete bankruptcy&lt;/u&gt;, while it has been the feathering of the nests of hundreds who have not done a tithe of the work I have.

&lt;/p&gt;&lt;p&gt;I know of no man who has labored more earnestly and effectually to maintain the principles of the Republican Party, and has spent more time and money, and is now subjected to greater trials and distress than I have. My labors commenced in the Spring of 1854 and were continuous till we achieved a triumph in 1860, resulting in &lt;u&gt;my complete bankruptcy&lt;/u&gt;, while it has been the feathering of the nests of hundreds who have not done a tithe of the work I have.
&lt;/p&gt;&lt;p&gt;I have asked the Administration at Washington to help me out of my troubles and am treated with contempt and insults; a Democrat that I have been fighting against for years, and one who of all others would rejoice at seeing me neglected has been

&lt;/p&gt;&lt;p&gt;Not as a matter of form, nor to oblige a friend or dispose of importunity - for in such a matter I believe that even friendship, &amp;amp; all other ties &amp;amp; considerations ought to be scrupulously excluded
&lt;/p&gt;

&lt;p&gt;to make room entirely for that of the cause &amp;amp; the public interest - but because I know him to be faithful, and confident, believe him capable of filling any position that he will either ask or accept.

Perhaps blank passes could be furnished. It will not do to apply for each Company or squad, it takes too long. The Telegraph at this place has been discontinued a few days ago. 
&lt;/p&gt;&lt;p&gt;Unless we can send troops by squads, we cannot keep them together. The St. Louis recruiting officers swarm through every place, and by dint of many false promises, induce men to go away.
&lt;/p&gt;&lt;p&gt;There are 2 Companies now in Camp, and a fraction of one. Two or three more from other counties are already offered. I have no doubt, I will succeed, in spite of all difficulties, and in spite of the fact that nearly an entire battalion had left here just a few days before I got the authority. &lt;/p&gt;&lt;p&gt;I have now had an experience of four months in the field, &amp;amp; hence I know I am better qualified to take the command of a regiment as Colonel than many who have been appointed.  And I think that those who at first volunteered ought to have better claims than those who finally propose to come into the service only

&lt;p&gt;This military favor is the only one I ever sought, &amp;amp; when my political friends are in power, I think my political services ought not to be entirely overlooked.
