&lt;/p&gt;&lt;p&gt;I am ashamed to trouble you so often but since I saw you a matter has been presented to me in which I take a lively personal interest. It has been suggested to me that Lieut. Col. Laughlin 94th Ill Inf Vol. for meritorious service deserves a Brevet commission.  The Col commanded the advance against Ft Morgan and so skillfully and carefully that not one man was lost in making the approaches to that Fort.  I know him to be a high minded gentleman and an honorable man and well meriting any mark of respect the government may give him.  Have you any influence that could be made available in his case and if you have will you exert it in his behalf?  Any thing you can do for the Col will be appreciated and most gladly reciprocated by Your friend &amp;amp; humble servant

&lt;/p&gt;&lt;p&gt;I am ashamed to trouble you so often but since I saw you a matter has been presented to me in which I take a lively personal interest. It has been suggested to me that Lieut. Col. Laughlin 94th Ill Inf Vol. for meritorious service deserves a Brevet commission.  The Col commanded the advance against Ft Morgan and so skillfully and carefully that not one man was lost in making the approaches to that Fort.  I know him to be a high minded gentleman and an honorable man and well meriting any mark of respect the government may give him.  Have you any influence that could be made available in his case and if you have will you exert it in his behalf? Among the people who were at court there the past week I found the sentiment universal in your favor and I have no doubt he is for you.  I held court in McHenry County a few weeks ago, and was glad to find that Joslyn was right. I had feared that the failure of this brother to  obtain the colonelcy of the 141st might have made him hostile.  I had a full conversation with him and he assured me he should support you heartily.

&lt;pre&gt;        his Mothers health is in a rapid state of decline and her physitian entertains but a faint hope that her life can be prolonged more than a few weeks at most, and nothing could give her so much pleasure as to embrace her son once more

&lt;pre&gt;        Now thiss is to ask you if you will be so kind as to ask that he may be furloughed home for a short time and that as soon as possible, perhaps he can to get here by the 8th

&lt;/p&gt;&lt;p&gt;I am much pleased with the [actions?] advocated in the Speech, &amp;amp; will therefore take pleasure in giving it a free circulation.  Your frank &amp;amp; clear method of discussing the great questions of the day (the war &amp;amp; slavery) Suit me exactly.
&lt;/p&gt;&lt;p&gt;Human Slavery always was wrong, is now, &amp;amp; ever will be.  No power on earth can make it right.  I have been highly gratified &amp;amp; much pleased with your course as Gov., &amp;amp; especially

&lt;p&gt;in relation to your vigilance for the comfort of our boys in the field.  I have but one Son, an only child who is now in the [van?] of Shearman's Army, &amp;amp; though he has not as yet suffered from wounds others have, &amp;amp; you have been foremost in their relief, &amp;amp; in as much as you have did it unto one of the least of them you have did it unto him.  You therefore have my greatful acknowledgement for your afficiant labor, not only for the boys but for this glorious country of ours.

I will endeavor to get the Speaches &amp;amp; give them a hearty welcome through old Will. Shall then have faithfully Served their Country three years. but it is told us by those in authority over us that we will have to Serve to Feb 7th in which we Can See no Justice. and we appeal to you as the Gov of our State to give us our Rights as far as is in your power

&lt;/p&gt;&lt;p&gt;Rev. Atwood is a very usefull minister of the Christian denomination and greatly needed in this community; he enlisted in Capt. Vinson's Comp. of the 125 Reg. Ills. Vol. where he holds the position of Orderly Sergeant, but has for nearly 12 months been unable for duty on account of an affliction in his side caused by exposure.  Rev. Atwood is now in the General Hospital in Chicago and we understand has been set down for examination. &lt;/p&gt;&lt;p&gt;Respectfully returned to the Secretary of War. It is set forth in the within affidavit (and accompanying papers,) that Hiram Stanton a deputy Provost Marshall has been, since April last, confined in the County jail of Marion Co. Illinois, upon a charge of murder, and that the homicide upon which the charge was based was committed by him while in the discharge of his duty, in arresting by him the order of the Provost Marshall at Cairo, one Newkirk, for treason and disloyalty. It is added that the arrest was resisted by Newkirk and another, who fired upon and wounded Stanton before he himself fired upon them. Under these circumstances it is believed that this party is entitled to have his case passed upon by a military court, as being in the military service of the United States, and therefore included within the provisions of Section 30, ch. 75, of Act of 3 March, 1863. It has heretofore been ruled that this section confers an exclusive jurisdiction upon military
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;courts for the trial of the crimes therein mentioned, when committed by persons in the military service and subject to the articles of war.
&lt;/p&gt;&lt;p&gt;A deputy Provost Marshall is an officer appointed by virtue of Circular No. 19 of War Department, Prov. Mar. Gen's. office, of June 8th. 1863. His duty is to assist the District Provost Marshall in the performance of the duties devolved upon him by law, and particularly in causing the arrest of deserters. He is appointed to assist the Provost Marshall simply because the latter is supposed to be unable to perform effectually the numerous and pressing duties imposed upon him. He therefore acts in the place and stead of his principal, and being thus the substitute and representative of the latter, he should be held bound to the same military control, as well judicial as executive. In accordince with previous rulings of this Bureau he would therefore be held triable by Court Martial for wrongful acts done in the course of the performance of his official duties, and would be viewed as in the military service of the United States.
&lt;/p&gt;&lt;p&gt;It is therefore advised that the Governor of Illinois be requested to turn over Stanton to the
&lt;/p&gt;
&lt;hr /&gt;

It is set forth in the within affidavit (and accompanying papers,) that Hiram Stanton a deputy Provost Marshall has been, since April last, confined in the County jail of Marion Co. Illinois, upon a charge of murder, and that the homicide upon which the charge was based was committed by him while in the discharge of his duty, in arresting by him the order of the Provost Marshall at Cairo, one Newkirk, for treason and disloyalty. It is added that the arrest was resisted by Newkirk and another, who fired upon and wounded Stanton before he himself fired upon them. Under these circumstances it is believed that this party is entitled to have his case passed upon by a military court, as being in the military service of the United States, and therefore included within the provisions of Section 30, ch. 75, of Act of 3 March, 1863. It has heretofore been ruled that this section confers an exclusive jurisdiction upon military
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;courts for the trial of the crimes therein mentioned, when committed by persons in the military service and subject to the articles of war.
&lt;/p&gt;&lt;p&gt;A deputy Provost Marshall is an officer appointed by virtue of Circular No. 19 of War Department, Prov. Mar. Gen's. office, of June 8th. 1863. His duty is to assist the District Provost Marshall in the performance of the duties devolved upon him by law, and particularly in causing the arrest of deserters. He is appointed to assist the Provost Marshall simply because the latter is supposed to be unable to perform effectually the numerous and pressing duties imposed upon him. He therefore acts in the place and stead of his principal, and being thus the substitute and representative of the latter, he should be held bound to the same military control, as well judicial as executive. In accordince with previous rulings of this Bureau he would therefore be held triable by Court Martial for wrongful acts done in the course of the performance of his official duties, and would be viewed as in the military service of the United States.
&lt;/p&gt;&lt;p&gt;It is therefore advised that the Governor of Illinois be requested to turn over Stanton to the

Major Morgan worked night &amp;amp; day in signing furloughs for Ills Soldiers to go home &amp;amp; vote.  Had it not been for the assistance rendered by him, very many could not have gone home.  He afforded my Ill Sldrs every facility -  &amp;amp; is deserving of a handsome letter of thanks from from the Gov.  Please give it your [illegible] attention, hence by so doing place yours respectfully, under renewed obligations.  When in S. Gov Yates directed me to visit [Il. V?] &amp;amp; [illegible] en route, &amp;amp; report conditions, &amp;amp;c at Springfield by the 20th Dec - Col Loomis was to forward written instruct the day after I left S. but no letter - or instructions has arrived as yet, unless, I have in a day or two I cannot accomplish what the Gov directed - so I shall go on the "Olive Branch" which left St Louis yesterday.  Col Loomis may be absent, &amp;amp; it will not answer for me to wait.  By the way, I have neither seen or heard from the Cumberland [report?] - you fellows want [illegible] up with a long pole.
