&lt;/p&gt;&lt;p&gt;We send you a Petition of citizens of Kansas Tp. in reference to the injustice of Drafting our Tp. Kansas with Grandview for 47 men as reported delinquent by Mr Fithian. - our Tp has been and is now unconditionally Loyal, and we have all taken an active part heretofore to get men to enlist in the army of the United States, and Grandview has been intensely Disloyal and has discouraged volunteering from the first breaking out of the war, the Consequence is with a Smaller population in Kansas Tp than Grandview we have sent two or three soldiers to the army, to their (Grandview) one, we now ask you in the name of the Loyal people of Kansas Tp to have our sub-district changed and let each Tp stand upon its own bottom

&lt;/p&gt;&lt;p&gt;Our Township (Kansas) being in a Sub-District with Grandview Township for Enrollment and Draft, and where as Kansas Township having a smaller population than Grandview, has furnished a great many more soldiers to the Army than Grandview has we think two or three, to their one. If we have got the proper credits at the Adjutant Generals Office Now we the Undersigned Citizens of Kansas Township wish to be separated from Grandview in the impending and all future Drafts; And do hereby petition your Honor to lay our case before the proper military authoritys at once, and if possible give us the benefit of the new enrollment Law; that each township will furnish their own quota taking into account the number which has been previously furnished therefrom.

If they cannot, there are several in the Reg. that claim they have been wronged: in regard to the way they were recruited and can make false enlistment &amp;amp;c.

&lt;p&gt;Was detailed on recruiting service aug, 1862. had verbal orders from Capt Philips and Lieut Savage. that were said to come from Col Morrison who was then Supt of recruiting service. to encourage enlistment and to enlist men for the unexpired time of the Reg. all men so enlisting would receive $100 bounty. 25 in advance and to be mustered out when the Regiments were, at the time there was better enducements for some to go in new Regiments and take a large county bounty then offered But some men thought that the difference of time to serve by going in an old regiment would be an offsett against the bounty then offered by the state and counties. But the cases that I am speaking for are these I enlisted James S. Hendrix and Anthony Farrance

&lt;p&gt;in aug. 1862. and the conditions that they enlisted. were that they should be mustered out the 11th day of oct. 1864, the time the regiment would of been mustered out had they not reenlisted. I had orders from my superiors officers then to enlist men on such conditions, now these men claim that they should be mustered out this 11th oct. as they were deprived the privilege of reenlisting as veterans last winter. if they cannot be mustered out they claim they can make a false enlistment. their papers were made out like all others for three years for we could not and there was no orders to enlist men for less than the above time, only to enlist them as recruits and to be mustered out with the regiments

Perhaps these are groundless apprehensions but I cannot dispossess my mind of them, though I have heard of no one expressing similar opinions, I rest however in the hope that so far as our State is concerned, if there is danger, your vigilance and energy will not be at fault.  But I fear the National authorities are not awake to the dangers that exist, &amp;amp; that consequences far more serious &amp;amp; lasting than mobs &amp;amp; local emeutes may result.

&lt;/p&gt;&lt;p&gt;Your presence here or your absence will make a difference in our vote of over 500 and can you do more good in one day?  This will be the only Mass Meeting we shall need and will you not grant us this, which we consider a necessity?  May I hope that you will confer with Genl Oglesby and Col Turner and inform me of your decision at as early a date as possible, that full preparation may be made. You have heard to the detriment  of the soldiers that these things have not  been distributed with the fidelity that it ought. These rumors or lies gotten up by the Opposition has done a great deal to impair  the Confidence of our  benevolent ladies I want an appointment from you to visit any hospital in the state and possibly out of the state to be enabled to report in person the facts.  This report in the person of one of their members, One in whom they have confidence would effectually disabuse  their minds, and lead to renewed energy and benevolence on their part.  I called to see J R Wood Sec'y Of the Sanitary Commission, who was absent from the city.  Also I called to consult with Col. Williams who suggested that a letter from you contribute to its accomplisment , Also with Col. Snyder your
