&lt;/p&gt;&lt;p&gt;The following extracts from late Wilmington and Fayetteville, N.C. newspapers, referring to the recent loss of blockade runners captured or destroyed by the  blockaders off the post of Wilmington, and to the present stringency of the blockade of that port, are published for the satisfaction of the officers and men engaged on this arduous duty.

&lt;/p&gt;&lt;p&gt;It may be something of short of petit treason for us to say no, but still we will say it - that we are not so sure that the "TALLAHASSEE" expedition will play a large dividend.  She certainly kicked up a fuss, but we doubt very much whether she weakened the military resources of the Yankee government to any appreciable extent.  It is pretty certain that she has turned an unpleasant amount of attention upon this port, and may be the cause of bringing down upon us the main part of the Yankee Navy.  The blockade will be doubly strict, that is certain.  
&lt;/p&gt;&lt;p&gt;The Prize Streamer "Lillian."  This prize steamer now at the Navy Yard in Philadelphia, is a new and sharp built Clyde propeller of 475 tons burthen, and has been libeled and appraised. The Navy Department has been informed of her appraised value, which was $140.000, and was accepted. She  is admirably adapted for cruising, and will doubtless secure many a prize. So says the Philadelphia Enquirer. 
&lt;/p&gt;&lt;p&gt;How many such have left Confederate ports?

&lt;/p&gt;&lt;p&gt;The mobile tribune of a late ays says: - There is not a word of news from below. The fleet is inactive and we hear nothing of the movement of the troops. Farragut as we judge from the Yankee papers had gone to another station.  It is believed that he has been ordered to try his prowess at Wilmington. 
&lt;/p&gt;&lt;p&gt;Possibly. There is a thundering blockade off here now; that's pretty certain, whether the man with the queer name has got anything to do it with it or not. All credit is mainly to the real or supposed presence of the "TALLAHASSEE" and sundry other mysterious sea monsters. The Yankee papers even report the FLORIDA as among the vessels that  have come into this port. 
&lt;/p&gt;&lt;p&gt;Loss of the "Lynx." Last night the fine blockade running steamer "LYNX" belonging to Jno. Frazer &amp;amp;  Co * and commanded by Captain Reid, crossed New Inlet Bar and put to sea bound to Bermuda, with a cargo consisting mainly of over six hundred (600) bales of Cotton, one half on govenment account. She had also $50.000 in gold on freight for government. She had some few passengers.  Just after she got she was pursued by the blockading squadron by which she was completely hemmed in. She was struck eight times six at or below the water line, Finding the ship in a sinking condition the Captain beached her five or six miles above Fort Fisher. The crew and passengers escaped with a portion of their effects, and the  vessel was burned to prevent "it from failing into the hands of the enemy. The gold belonging to government was saved. The enemy got so close as to fire a volley of  musketry at the "LYNX," by which one of the crew was wounded.

There are more Clyde built steamers, and North Carolina has money to her credit in Europe. We believe that the State owned but third of the "ADVANCE."

Without if it will be hardly
safe for a Union man
to live here.
I have been here only some 
three months, and made
my first stump speech when
Atlanta fell.  Next morning
a delegation waited on me
with peremptory orders to
change my course if I

&lt;hr /&gt;
&lt;p&gt;intended to remain in this
community.  I
talked to them like a Dutch
uncle", and they went away.
When their passion cooled
I think there was no further
danger.
I assure you, Governor,
there is very great need
of dispelling the darkness
here.  We have the votes of
the 48 98th regs which were
in part, made up here.  the
98th gives 26 for McClellan, and
only 9 for Richardson.  The other
Reg. is declared to be a perfect 
unit for the Union ticket
For heaven's sake, have 
them come home.

He is very anxious to obtain a pardon from that part of the penalty which disfranchises him that he may be permitted to vote the Union ticket. &lt;/p&gt;&lt;p&gt;A neighbor of mine E. L. Phillips was confined in the Illinois Penitentiary at Alton for Larceny.
&lt;/p&gt;&lt;p&gt;He has returned to live with his family and the Community has Confidence that he has reformed and has resolved to pursue an honest Course and live an honest life. He is very anxious to obtain a pardon from that part of the penalty which disfranchises him that he may be permitted to vote the Union ticket. I would respectfully petition that his prayr be granted believing that the action would encourage and strengthen the good resolutions of the petitioner and add one more vote to the Union Ticket

If his duties are therefore not at this moment pressing, you will be good enough to say that absence from Springfield for that time will not be objected to from this office.

&lt;p&gt;from Springfield recommending him to render assistance to Wm Seely Stating that he could gather the facts in the Case from the enclosed documents, the agent said no documents were enclosed He did not Comprehend the matter and it seems did not take any Action in the matter, Seely is sick and has been confined to the Hospital since the Battle of Stone River and the living &amp;amp; confinement at the Hospital is not agreeing with him &amp;amp; is undermining his Constitution he has been placed in the 2d Battalion of the Invalid Corps &amp;amp; is still retained in the Hospital He has a sick

&lt;p&gt;wife an aged mother &amp;amp; a young Child dependant on him for support the Wages in the service are too meager to render them a subsistance. He never will be fit for active duty in the front again, he is 46 years of age &amp;amp; Humanity Justice &amp;amp; Right demand that that patriot soldier that has lost his health from wounds &amp;amp; exposure in the Army and on the Battle field who is pining in the Hospital &amp;amp; Can not sleep nights---from pains in the side &amp;amp; nervous debility should be at once discharged &amp;amp; allowed to return to his family and home a chance to recuperate, The Surgeon tells him that

&lt;/p&gt;&lt;p&gt;I wrote you in July last Concerning William Seely a soldier of the 104 Reg Ill Infantry, in the Hospital at Nashville Tennesee,
&lt;/p&gt;&lt;p&gt;For full particulars I again refer you to that Letter We received a communication from the Executive Department Stating that the case of Wm Seely had be refered to the Ill Sanitary agent at Nashville.
&lt;/p&gt;&lt;p&gt;Seely writes that the Sanitary agent received a Communication
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;from Springfield recommending him to render assistance to Wm Seely Stating that he could gather the facts in the Case from the enclosed documents, the agent said no documents were enclosed He did not Comprehend the matter and it seems did not take any Action in the matter, Seely is sick and has been confined to the Hospital since the Battle of Stone River and the living &amp;amp; confinement at the Hospital is not agreeing with him &amp;amp; is undermining his Constitution he has been placed in the 2d Battalion of the Invalid Corps &amp;amp; is still retained in the Hospital He has a sick
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;wife an aged mother &amp;amp; a young Child dependant on him for support the Wages in the service are too meager to render them a subsistance. He never will be fit for active duty in the front again, he is 46 years of age &amp;amp; Humanity Justice &amp;amp; Right demand that that patriot soldier that has lost his health from wounds &amp;amp; exposure in the Army and on the Battle field who is pining in the Hospital &amp;amp; Can not sleep nights---from pains in the side &amp;amp; nervous debility should be at once discharged &amp;amp; allowed to return to his family and home a chance to recuperate, The Surgeon tells him that

&lt;p&gt;a Letter from you accompaning the Surgeons Certificate to the Secy of War at Washington will effect his immediate discharge if So Let Justice in this Case be done let "Red tape" be cut and Let him be released to benefit his family &amp;amp; to vote to sustain the administration He has so valiently fought &amp;amp; bled to uphold &amp;amp; sustain in the field. You Gov never turn a deaf ear to the soldiers voice whether in Camp field or Hospital &amp;amp; surely you shall have your reward at the Hands of a Grateful people.

You are doubtless aware of the conditions of our Regt that we are prisoners of war for at least the greater portion of it and that we have been prisoners nearly six months. But you are not aware - I venture to say of our condition as prisoners nor shall I attempt to describe it to you. 
&lt;/p&gt;&lt;p&gt;You may imagine the very worst possible condition of prisoners in our own country and yet not appreciate our situation here. And to say truth we feel somewhat grived - we are at a loss to know why we are allowed to remain here longer. we seem to be overlooked. We are willing to allow this charitable construction upon it. But when we know that although prisoners as we are
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;we [illegible] we have not disgraced ourselves our State nor the Govt.-  that we were not stragglers nor disobeying orders-but that we were taken fighting "hand to hand" (as it were-in a body-we cannot but feel aggrieved especially as other prisoners (from other states) captured long since ourselves and in such numbers and under such circumstances as not to be able (we think) to render our Govt more service (at least, than we could if exchanged - still every "Illinoisian" is "passed" and others taken out and exchanged as I have before stated. There are now here about 500 - 77th Ills 130th &amp;amp; Mercantile Batty prisoners from our state - &amp;amp; have claims for exchange upon the [grounds?] of priority being the oldest prisoners (Soldiers) here. Have we no friends at home" or have we so conducted ourselves as not to deserve their notice" Can you do nothing for us-(we are aware that that you have not control of the matter) but still we look to you (as we have done before) (&amp;amp; not in vain) for your aid and influence in our present terrible situation

&lt;p&gt;I am happy to inform you however that the mortality among the Illinois troops here has been very slight. In our Regt none have died of disease &amp;amp; only one from any cause. One "Private" Killed by a sentry - the 77th have lost two men by disease - &amp;amp; this when the mortality of the whole number of prisoners here is about 1 &amp;amp; 1/3 per cent per month-I am also happy to tell you that although some clad in the garb of the U.S. soldiers have proved themselves unworthy the uniform the wear &amp;amp; have shown themselves traitors by taking an oath of allegiance to the Rebel Govt. Others cringe &amp;amp; fawn about the Rebel officers to secure a little better fare or some little favor - But how proud I am to tell to you that not one Illinoisian has been so base-

&lt;p&gt;we [illegible] we have not disgraced ourselves our State nor the Govt.-  that we were not stragglers nor disobeying orders-but that we were taken fighting "hand to hand" (as it were-in a body-we cannot but feel aggrieved especially as other prisoners (from other states) captured long since ourselves and in such numbers and under such circumstances as not to be able (we think) to render our Govt more service (at least, than we could if exchanged - still every "Illinoisian" is "passed" and others taken out and exchanged as I have before stated. There are now here about 500 - 77th Ills 130th &amp;amp; Mercantile Batty prisoners from our state - &amp;amp; have claims for exchange upon the [grounds?] of priority being the oldest prisoners (Soldiers) here. Have we no friends at home" or have we so conducted ourselves as not to deserve their notice" Can you do nothing for us-(we are aware that that you have not control of the matter) but still we look to you (as we have done before) (&amp;amp; not in vain) for your aid and influence in our present terrible situation

&lt;p&gt;I am happy to inform you however that the mortality among the Illinois troops here has been very slight. In our Regt none have died of disease &amp;amp; only one from any cause. One "Private" Killed by a sentry - the 77th have lost two men by disease - &amp;amp; this when the mortality of the whole number of prisoners here is about 1 &amp;amp; 1/3 per cent per month-I am also happy to tell you that although some clad in the garb of the U.S. soldiers have proved themselves unworthy the uniform the wear &amp;amp; have shown themselves traitors by taking an oath of allegiance to the Rebel Govt. Others cringe &amp;amp; fawn about the Rebel officers to secure a little better fare or some little favor - But how proud I am to tell to you that not one Illinoisian has been so base-

I entered the service in August 1862, I had my health and done my duty for about one year.  While at Vicksburg I meat(sic) with an axcident (sic). I fell from the staging of a boat while purchasing Regimental Rations. Since then I have not been able to do my duty and several Surgeons have told me they can not cure me. 
I have been awarded my discharge By three different boards but have never been able to get my subscription Role therefore they could not give me a discharge.
Governour, I have a Wife and four little children at home. I am a poor man and my family is suffering. My monthly wages , even if I could draw it, which I can not without a description Role is insufficient to support them at the increased prices for Produce.

&lt;/p&gt;&lt;p&gt;My son was in Hospital at St Louis Mo with measles - before recovery went with Regiment to New Orleans took cold on the trip, &amp;amp; on the Red River Expedition under Genl Banks had the Ague &amp;amp; Rheumatism.
&lt;/p&gt;&lt;p&gt;He is now in Camp Hospital - is very weak - has not done camp duty since the return of the Regiment to New Orleans.  He has recently had
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;three spasms on fits supposed by him to be Epileptic, &amp;amp; he is of opinion that he cannot survive the fall month in that climate.
&lt;/p&gt;&lt;p&gt;I wish to have him transferred to a Northern Hospital, that the climate may affect him favorably, &amp;amp; so we can visit &amp;amp; help him - or if his case is worthy discharged.
&lt;/p&gt;&lt;p&gt;I do not know personally, Gov Yates - neither do I know the Transfer Agent for this State, but am sure if they could read my sons letters an those if his companions, they would aid me in my request.  
&lt;/p&gt;&lt;p&gt;My wish is that you state the substance of this letter to Gov. Yates, or to the Transfer Agent, &amp;amp; certify to my credibility - hoping through your kindness, the attention of the Governor or if the Agent may be obtained.

&lt;/p&gt;&lt;p&gt;He is a grandson of your old acquaintance &amp;amp; friend Rev. John C. Hamilton of this place, and as he has a brother &amp;amp; many friends in the army he desires to go there where he thinks he can be useful in his business as a Baker.
