&lt;/p&gt;&lt;p&gt;In regards to the inclosed matter of W. B Robinson, Confederate prisoner, I have to say; that I received him from his captor, - whom I directed to return to his duty against the rebels. - and took him to my residence , where he was guarded &amp;amp; cared for during the day.  At night Lt. Billings [came?] by order of Lt. Col. Ranch, commanding  the 137th Reg. Ill. Vol. to take the prisoner to more appropriate quarters.  Lt. Billings inquired at once for weapons &amp;amp; personal effects of the prisoner; [expressing&amp;#160;?] himself as inexperienced in those [duties?],  but supposed he was to examine &amp;amp; turn over to the government whatever he found of value.  (He was acting Regt  Q.M.)  He took thirty six (36) dollars in Kentucky &amp;amp; Tennessee currency
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;and a quantity of "Confederate" paper, the amount of which I cannot state, not regarding it of value.  Also a watch, inferior in appearance.
&lt;/p&gt;&lt;p&gt;In this transaction I did not regard it as my duty to interfere; but on reflection, &amp;amp; at the request of Mr. Robinson, I called on Lt Billings , to say that I thought he had [transcinded?] his duty, &amp;amp; to urge a return of the property.  He said he had "turned over the money to the Quarter Master."  I did not learn whom, but supposed he referred to the appropriate Q.M. of this Post.  The watch he had retained, "as a memento," not for its value, which was regarded by himself &amp;amp; the Q.M. as very little &amp;amp; of no particular use to the Government and in no sense as part compensation for his own very considerable losses by the raid.  He had sent the watch home, with superfluous contents of his tent.
&lt;/p&gt;&lt;p&gt;I know nothing further of the case.

&lt;/p&gt;&lt;p&gt;In regards to the inclosed matter of W. B Robinson, Confederate prisoner, I have to say; that I received him from his captor, - whom I directed to return to his duty against the rebels. - and took him to my residence , where he was guarded &amp;amp; cared for during the day.  At night Lt. Billings [came?] by order of Lt. Col. Ranch, commanding  the 137th Reg. Ill. Vol. to take the prisoner to more appropriate quarters.  Lt. Billings inquired at once for weapons &amp;amp; personal effects of the prisoner; [expressing&amp;#160;?] himself as inexperienced in those [duties?],  but supposed he was to examine &amp;amp; turn over to the government whatever he found of value.  (He was acting Regt  Q.M.)  He took thirty six (36) dollars in Kentucky &amp;amp; Tennessee currency
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;and a quantity of "Confederate" paper, the amount of which I cannot state, not regarding it of value.  Also a watch, inferior in appearance.
&lt;/p&gt;&lt;p&gt;In this transaction I did not regard it as my duty to interfere; but on reflection, &amp;amp; at the request of Mr. Robinson, I called on Lt Billings , to say that I thought he had [transcinded?] his duty, &amp;amp; to urge a return of the property.  He said he had "turned over the money to the Quarter Master."  I did not learn whom, but supposed he referred to the appropriate Q.M. of this Post.  The watch he had retained, "as a memento," not for its value, which was regarded by himself &amp;amp; the Q.M. as very little &amp;amp; of no particular use to the Government and in no sense as part compensation for his own very considerable losses by the raid.  He had sent the watch home, with superfluous contents of his tent.
&lt;/p&gt;&lt;p&gt;I know nothing further of the case.

The Doctor says "he is very anxious to beat his old Neighbors the Copperhead candidate for Govenor &amp;amp; carry the State for Lincoln."

&lt;/p&gt;&lt;p&gt;The editor of the Rockford Register says in his paper, "we have received a communication signed "H." reflecting severely on the State officers for the manner in which they accounts of the quotas of this County have been kept," &amp;amp;c.
&lt;/p&gt;&lt;p&gt;As communications in our papers over that signature are usually (and sometimes erroneously) credited to me, I feel it a duty to myself to say promptly that I am not the writer or author of the one above referred to.
&lt;/p&gt;&lt;p&gt;I have seen no occasions for "reflecting severely on the State officers."  On the contrary, I feel
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;that they deserve the gratitude and applause of every citizen for the zeal, fidelity and ability they have constantly exhibited in the discharge of their duties.  In the most trying crisis our country has known since the Revolution, they have carried the ship of state safely through the storm, and the haven of peace is now in sight---a peace not won by cringing to traitors, but by sustaining the Union, crushing the Rebellion, and enforcing the authority of the Government to which Georgia and Maine, South Carolina and Illinois alike owe allegiance.
&lt;/p&gt;&lt;p&gt;In the Decatur Convention of 1860 I had a humble share in bringing the existing state Government into being.  When I remember that by its courage, 
&lt;/p&gt;
&lt;hr /&gt;

Dr. J. J. R. Turney recently a delegate to the "Chicago Convention" &amp;amp; "Springfield Convention". Now, my bro L. I am a citizen of this State and have been for eleven years.  on the 2nd of last month I hired as carpenter in the Quartermasters Dep't. at St. Louis for six months unless sooner discharged I was sent with others to little Rock Ark. and on account of Ill. health was discharged on the 10th

&lt;p&gt;of the present month after recieving my discharge it was neccesary to obtain a pass to return home and to obtain a pass I was obliged to be enrolled in the malitia of that State (Ark) then I had to obtain a furlow and the best I could do was a furlo for 30 days from the 10th of Aug. 1864
&lt;/p&gt;&lt;p&gt;Now the question is am I obliged to return and go into the Malitia of that or any other State except old Illinois.  I am not the only one in the same fix from Ill. and we would like very much to have the discision of our Gov. and know what to do

And I have taken this Liberty in hopes that
