&lt;/p&gt;&lt;p&gt;Sir:--
&lt;/p&gt;&lt;p&gt;I would call your attention to the fact, that I have been a citizen of the State of Illinois, for several years, residing in Richland County.--that I moved to Mound City, with my family, the 19th of March, 1862. &amp;amp; entered into contract the same day, as one of the citizen physicians to the U. S. General Hospital. Today--I offered my vote--"Against New Constitution," which was rejected by two of the Judges, (Thos Kirk, &amp;amp; W. O. Watts.) upon the ground of my being in Government employ, &amp;amp; consequently not entitled to the rights of citizenship. Two weeks ago- I voted here - at the municipal election. Judge Kirk then decided that I was a citizen. (I voting for him.) but the same man, (Kirk) now deciding that I am not a citizen.--Again, an employee, in this Hospital, who came here since I have, was allowed to vote--he voting for the constitution. And again, as I am informed, fifteen U. S. soldiers were told they could vote for "New Constitution," but after ascertaining they would all vote against it, the judges suddenly discovered that soldiers had not the right of suffrage. We would also state--that W. O. Watts, one of the acting judges, has his family in Kentucky, &amp;amp; that they removed there more than six months ago, &amp;amp; by many he has not been
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;considered a citizen of this state, since last winter, &amp;amp; yet--he voted. If it is necessary--we can give the names of parties here alluded to- we can make affidavit as to the truth of our assertion. We then ask:- Shall citizens of Illinois be disfranchised by political tricksters, because they do their country service, &amp;amp; choose to have a thinking mind of their own? Shall every knave stand at the polls, &amp;amp; dictate to freemen--who shall exercise the rights of citizenship? - Now, Sir, I desire to have you lay this before the proper authorities, &amp;amp; have my note recorded against an infamous measure. In my opinion - had I voted for the "New Constitution," my vote would have been received. As the election has been conducted in Mound City, this day--it is a fraud upon the rights  of citizens of Illinois, --upon free-born Americans.--A copy of this communication has been furnished the judges.

&lt;/p&gt;&lt;p&gt;Dear Dubois,
&lt;/p&gt;&lt;p&gt;I reached here this [evening?], came by Alton.  While there, I found that Virgil Hickox had been there in consultation with Sam. Buckmaster, and Judge Gillespie thought that a Scheme of fraud was hatched out between them as to taking the vote of the soldiers, and that we ought watch them day and night.  The Democracy is intensely agitated in all this region, and almost desperate.---ready for anything.  We must watch them constantly, or we shall have trouble.  Already in Jackson and Williamson counties are ready to assault and drive out all Union men in that region, and matters may come to point where bayonets will be needed almost any day.  Of this Genl. Strong is fully convinced.  He thinks most

&lt;hr /&gt;
&lt;p&gt;energetic measures will be necessary to keep these disturbed elements still.  Sam. Buckmaster is ready to do anything that may be needed, and vigilance is required to the last hour, or a great Swindle will be perpetrated.  Show this to Butler.  Tell him that we all look to him.---especially now that you are so unwell.

The Democracy is intensely agitated in all this region, and almost desperate.---ready for anything. We must watch them constantly, or we shall have trouble. Already in Jackson and Williamson counties are ready to assault and drive out all Union men in that region, and matters may come to point where bayonets will be needed almost any day. Of this Genl. &lt;/p&gt;&lt;p&gt;While I regret this for several reasons yet I think it is sound policy.  After the settlement made by you with the U.S. and the act allowing our fourteenth member of Congress to be elected by general ticket, there were no reasons which could have been assigned for calling a special session which would have been satisfactory to the people.  If a special session had been called our party would have been divided on
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the question of its necessity and expediency.  The &lt;u&gt;Chicago&lt;/u&gt; &lt;u&gt;Tribune&lt;/u&gt; would have bitterly denounced it.  This I state from personal knowledge of their intentions.
&lt;/p&gt;&lt;p&gt;It might have furnished our political enemies with arguments to use against us at the Nov election.  They would have claimed that a special session was wholly unnecessary, that it was called exclusively for political purposes, and that a large expense had been incurred unnecessarily &amp;amp;c.
&lt;/p&gt;&lt;p&gt;Now for the future.  A favorite motto with me  (whether it is a good or bad one I will not say) is, "All is not lost that is delayed."
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Both branches of the next Legislature must be secured at the Nov Election, and a majority of the republican members must be "&lt;u&gt;Yates&lt;/u&gt; &lt;u&gt;Men&lt;/u&gt;"  when they are elected.
&lt;/p&gt;&lt;p&gt;All members of the present Legislature who are favorable to your Election to the senate must be induced to become candidates for reelection.
&lt;/p&gt;&lt;p&gt;This may not be practicable in every instance but generally can be accomplished with a little maneuvering.
&lt;/p&gt;&lt;p&gt;Plans must be devised by which your friends shall be candidates in all republican districts.  You have warm friends
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;in each of those districts.  They must be posted up in this matter and can bring about the desired result.  A little work in this direction before election may save a good deal of labor &amp;amp; trouble after election.
&lt;/p&gt;&lt;p&gt;The first great object, however is to secure a republican majority in each branch.  This in my opinion will be the most difficult task of all.
&lt;/p&gt;&lt;p&gt;Plans are now being secretly concocted in some of the northern counties for another union movement by which the democracy hope to carry the Legislature.  They intend to sacrifice every thing to that one end.  They will sell
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Treas. Supt of Schools county officers &amp;amp; Congressmen for members of the Legislature.
&lt;/p&gt;&lt;p&gt;The democrats will select some leading republican in a republican district &amp;amp; promise him a nomination for Congress on condition that he will go into a union movement &amp;amp; use his influence to secure the election of a democratic rep or senator in his county.
&lt;/p&gt;&lt;p&gt;I have strong reasons for believing that a plan of this kind is thought of in our congressional &amp;amp; senatorial districts.  Church will be
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the candidate for congress &amp;amp; Wm M Jackson for the senate.
&lt;/p&gt;&lt;p&gt;I have not time or space to give you my reasons for this belief.  This matters so far as Church &amp;amp; Jackson are concerned I desire to be &lt;u&gt;strictly&lt;/u&gt; &lt;u&gt;confidential&lt;/u&gt;.  I may be mistaken &amp;amp; I do not want to do injustice to either of them.
&lt;/p&gt;&lt;p&gt;We can defeat this movement in our district, but if it is attempted with us it will be elsewhere &amp;amp; the matter must be closely watched.
&lt;/p&gt;&lt;p&gt;A friend at Washington advises me that Peck (who is now at Washington) as acting
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;chairman of state com. will not call or unite in a call for a straight republican convention.
&lt;/p&gt;&lt;p&gt;He favors some kind of a mongrel concern.  Church (LS) is not in favor of a union convention but insists that the call shall be so broad that all war democrats can come in.  This plan might be well enough if the war democrats will join us in good faith but if they only want to get control of the Legislature I will see them d--d before I will even ask them to come in.  I have no confidence in them &amp;amp; will not trust them.  In my opinion we had better take a straight
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;forward course make party nominations &amp;amp; stand by them.
&lt;/p&gt;&lt;p&gt;If the war democrats join us in any numbers either through a union call or through a plank held out to them [unclear] call they will want a portion of the offices &amp;amp; will not be overmodest in their demands.  Dissensions will arise between us and them &amp;amp; even in our own party and the ultimate result will be disastrous to us as it was last fall.
&lt;/p&gt;&lt;p&gt;We can carry the state and the Legislature by a strict party vote.
&lt;/p&gt;&lt;p&gt;Let us then be content with and adopt that policy.
&lt;/p&gt;&lt;p&gt;Your letter to the Prest &amp;amp; your proclamation meets with the hearty commendation of all except semi-secessionists.  I hope to see you personally soon.

&lt;/p&gt;&lt;p&gt;The first great object, however is to secure a republican majority in each branch.  This in my opinion will be the most difficult task of all.
&lt;/p&gt;&lt;p&gt;Plans are now being secretly concocted in some of the northern counties for another union movement by which the democracy hope to carry the Legislature.  They intend to sacrifice every thing to that one end.  They will sell
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Treas. Supt of Schools county officers &amp;amp; Congressmen for members of the Legislature.
&lt;/p&gt;&lt;p&gt;The democrats will select some leading republican in a republican district &amp;amp; promise him a nomination for Congress on condition that he will go into a union movement &amp;amp; use his influence to secure the election of a democratic rep or senator in his county.
&lt;/p&gt;&lt;p&gt;I have strong reasons for believing that a plan of this kind is thought of in our congressional &amp;amp; senatorial districts.  Church will be
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the candidate for congress &amp;amp; Wm M Jackson for the senate.
&lt;/p&gt;&lt;p&gt;I have not time or space to give you my reasons for this belief.  This matters so far as Church &amp;amp; Jackson are concerned I desire to be &lt;u&gt;strictly&lt;/u&gt; &lt;u&gt;confidential&lt;/u&gt;.  I may be mistaken &amp;amp; I do not want to do injustice to either of them.
&lt;/p&gt;&lt;p&gt;We can defeat this movement in our district, but if it is attempted with us it will be elsewhere &amp;amp; the matter must be closely watched.
&lt;/p&gt;&lt;p&gt;A friend at Washington advises me that Peck (who is now at Washington) as acting
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;chairman of state com. will not call or unite in a call for a straight republican convention.
&lt;/p&gt;&lt;p&gt;He favors some kind of a mongrel concern.  Church (LS) is not in favor of a union convention but insists that the call shall be so broad that all war democrats can come in.  This plan might be well enough if the war democrats will join us in good faith but if they only want to get control of the Legislature I will see them d--d before I will even ask them to come in.  I have no confidence in them &amp;amp; will not trust them.  In my opinion we had better take a straight
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;forward course make party nominations &amp;amp; stand by them.
&lt;/p&gt;&lt;p&gt;If the war democrats join us in any numbers either through a union call or through a plank held out to them [unclear] call they will want a portion of the offices &amp;amp; will not be overmodest in their demands.  Dissensions will arise between us and them &amp;amp; even in our own party and the ultimate result will be disastrous to us as it was last fall.
&lt;/p&gt;&lt;p&gt;We can carry the state and the Legislature by a strict party vote.
&lt;/p&gt;&lt;p&gt;Let us then be content with and adopt that policy.
&lt;/p&gt;&lt;p&gt;Your letter to the Prest &amp;amp; your proclamation meets with the hearty commendation of all except semi-secessionists.  I hope to see you personally soon.

&lt;/p&gt;&lt;p&gt;Sir; I write to ask authority from your Excellency to organize a Corps of men for service in the U. S. Army to be designated the "First Battalion, Illinois Reconnaifsance, Engineer and Signal Corps," and to be armed and equiped as other Regiments.  Their specialty is to be the use of an apparatus for reconnoitering, engineering and signaling by means of small balloons and elevated mirrors. - Unlefs authority to organize the Corps and perfect the system should be given me, a more complete discription of the apparatus and explanation of the principle than is given below will be unnecefsary.
&lt;/p&gt;&lt;p&gt;The mirrors are elevated by means of balloons of small size, - say of a buoying power of from fifty to seventy five pounds, - held in position and regulated by cords, and inflated by gas comprefsed into vefsels of conveniently portable size.  To the balloon is also attached a system of signals, by means of which intelligence can be given of the position and movements of an Enemy, their distance off the nature of the intervening ground, the effect of shot or shell fired at long range, the advance or retreat of any portions of our own army and all other intelligence of use.  Angles and distances 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;can also be obtained for a basis for topograpical calculation, saving the loss of time and life in making reconnaisances, enabling an army to advance with a full knowledge of what obstacles it may have to over come and of what advantages it may take, furnishing a knowledge of the roads and country for two or three miles in advance, and correcting the range of artillery fired at long distances.  Such a system of reconnoitering and signaling, once perfected, will prove of such palpable advantage that I need say nothing more in its favor.  Of its practicability there can be no doubt, and even in the imperfect condition in which it will necefsarily be used at first, it will be of great advantage, for even the merest glimpse of the lay of the ground or the position of an enemy would often precipitate and decide the fate of a day. -- I am well aware that this application would be more properly made to the Secretary of War.  But I am an Illinois soldier, and am anxious that this system should be brought out by the State of Illinois and under the auspices of a Governor whose administration has proved so honorable to himself and so beneficial the state and whose name is so prominently connected with the defence of our country in the present war.

&lt;p&gt;As references I feel free to offer the names of Col John Tillson, Col Jas D. Morgan and Gen E. A. Paine, and the services of my Regiment (10th Ills.) Your papers say the vote yet to be taken in the [am?] will increase the majority. Dont be deceived and always remember that Sam Buck with his [croneyes?] will yet endeavour to hatch up some scheme to defeat you. The votes of the soldiers can be returned against unless  the matter is well looked after. I know from what I hear here that some outrage will yet be attempted &amp;amp; reliance is placed upon Buck to do the work
