&lt;/p&gt;&lt;p&gt;I called at your room when in Springfield last week for the purpose of consulting with you on some matter pertaining to our Union League but failed to see you. I had just returned from a special meeting of the Ex. Com. of the League. and on their behalf wished to get your views of the difficulties &amp;amp; dangers &amp;amp; how we could best meet them.
&lt;/p&gt;&lt;p&gt;Measures were taken for a thorough &amp;amp; rapid organization of Leagues all over the State. In ten days we will have Madison Co. thoroughly organized. I shall push to work as rapidly as possible in other counties.
&lt;/p&gt;&lt;p&gt;I need not assure you that 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;nothing will be left undone to sustain yours &amp;amp; the Genl Administration.
&lt;/p&gt;&lt;p&gt;But we are a little at a loss what to do after we get our organizations at work, not knowing what your policy will be exactly or exactly what are the actual designs of the "Copperheads" I know your time is fully occupied, but if you could find time to give me a few suggestions they would be thankfully  rec'd, &amp;amp; might be of great service. 
&lt;/p&gt;&lt;p&gt;The Grand Council appointed a Com. of corresponders of which I am the member for the southern portion of the State through whom information might be given &amp;amp; rec'd particularly the State officials
&lt;/p&gt;&lt;p&gt;We would be glad to know how far it would be advisable to arm &amp;amp; the best manner of doing it, if thought advisable 
&lt;/p&gt;

&lt;/p&gt;&lt;p&gt;I can assure you that I was much pained, when I saw that the semi-traitors frustrated your election as Senator to congress; though you have the satisfaction of knowing that your defeat is owing to the abscence of your noble, and patriotic army, on the voting day. I have been pained to see the doings of the so called 'constitution loving Legislature,'  which the abscence of the Soldiers has placed in power.
&lt;/p&gt;&lt;p&gt;History will place the State, and its Governor, in its proper light and to it, coupled with the satisfaction of a conscientious discharge of onerous duties, you will look for that solace and pleasure which the Legislature has denied you. I have comfortably settled here, and am now engaged in reducing the voluminous [data?] which I have collected and sending home to my family some of whom I hope will soon be here.
&lt;/p&gt;&lt;p&gt;I do what I can to support 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the Government and the principles of Liberty which all right thinking men hold so dear, and have been writing for the Whig &amp;amp; Republican. I forward you two papers which contain my articles All those signed "Adams" are mine. I forwarded the figures for the Ills Election, but wrote the Articles on New York Election also that of Penn and Ohio. 
&lt;/p&gt;&lt;p&gt;I should like to know what you think of them, could you find time for a line, and whether you think I should or should not continue to write - The articles are causing a stir here- I have also written in favor of Secy Chase's policy and on the [fallacious?] notions of his opponents as the "Premium [illegible]" and on "Greenbacks". &lt;/p&gt;&lt;p&gt;The Secessionists of this place &amp;amp; vicinity have organized themselves under some head or now perhaps Knights of the G. C. I know not what
&lt;/p&gt;&lt;p&gt;But something I do know &amp;amp; that is their openly avowed intentions to over throw the government.  &amp;amp; I fear that unless something is done soon
to check their [presperity?] their purposes will ultimately be accompllished
&lt;/p&gt;&lt;p&gt;They meet here secretly once or twice per week &amp;amp; receive members by an oath to oppose the government.  This I have been informed by those whom they have offered to receive if they would take The oath.  It is no longer
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;a secret that they meet nor is the main object of their meeting any longer a secret viz.  to overthrow the government. They boast of having an organization of 400 in Quincy &amp;amp; several in this county.  There is one in Eldaro Township in a little village called Washington.  The friends of the Union are becoming alarmed at the present state of affairs &amp;amp; propose meeting this evening to organize for self defenses.
&lt;/p&gt;&lt;p&gt;Governor I am not ignorant  of the fact that I am addressing a wiser man than myself.  But something I have to propose to break up such organizations &amp;amp; before it is to late.
&lt;/p&gt;&lt;p&gt;My plan is this for you to send about two reliable witnesses into every place where such organizations can be heard of.  Let them be strictly Union men.  But let them profess a sympathy for sucesh &amp;amp; work their way into those secret bodies
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;as members.  Let them come here &amp;amp; to these places under the pretence of starting some kind of business &amp;amp; when this object shall have been accomplished &amp;amp; they have learned enough to convict the leaders let them leave &amp;amp; send for the rebels. 
&lt;/p&gt;&lt;p&gt;One of the principle leaders here is one Coderick [Staats?]  who was run off from here for fear of the authorities last summer.  Also one E. P. Warren &amp;amp; One Ike Hedges. &amp;amp; some more by the names of Cochaan. 
&lt;/p&gt;&lt;p&gt;He's openly boasted here that a simultaneous rising here &amp;amp; in Ind, Ohio &amp;amp; N. York is contemplated.
&lt;/p&gt;&lt;p&gt;You may think this a strange prediction but it is no more strange than truth.  Something must be done soon to prevent a general fight between neighbor &amp;amp; neighbor here.  Please send someone here immediately to

&lt;/p&gt;&lt;p&gt;ress of these movements with the 
&lt;/p&gt;&lt;p&gt;deepest Solicitude for the quiet, and 
&lt;/p&gt;&lt;p&gt;Safety of our State!  Living in the 
&lt;/p&gt;&lt;p&gt;midst of a community, a large 
&lt;/p&gt;&lt;p&gt;majority of whom are either open 
&lt;/p&gt;&lt;p&gt;or Secret Sympathisers with the 
&lt;/p&gt;&lt;p&gt;Southern rebellion we have the op-
&lt;/p&gt;&lt;p&gt;portunity to See and hear much 
&lt;/p&gt;&lt;p&gt;that indicates their purpose.  
&lt;/p&gt;&lt;p&gt;A large and noisy meeting was 
&lt;/p&gt;&lt;p&gt;held at the courthouse in Paris on 
&lt;/p&gt;&lt;p&gt;Saturday last, at which the most 
&lt;/p&gt;&lt;p&gt;undisguised treason found utter
&lt;/p&gt;&lt;p&gt;ence in Speeches and the adop-
&lt;/p&gt;&lt;p&gt;tion of resolutions, which I 
&lt;/p&gt;&lt;p&gt;leave for others to report.  The ears 
&lt;/p&gt;&lt;p&gt;of loyal men were insulted by 
&lt;/p&gt;&lt;p&gt;repeated hooras for Jeff Davis, and 
&lt;/p&gt;&lt;p&gt;Bouregard on our Streets.  The bold-
&lt;/p&gt;&lt;p&gt;ness and animus of these move
&lt;/p&gt;&lt;p&gt;ments are creating Serious ap
&lt;/p&gt;&lt;p&gt;prehensions in the minds of loyal 
&lt;/p&gt;&lt;p&gt;citizens where we have not the 
&lt;/p&gt;&lt;p&gt;means of self protection.
&lt;/p&gt;&lt;p&gt;While we have no doubt that 
&lt;/p&gt;

&lt;p&gt;you are watching with the utmost 
&lt;/p&gt;&lt;p&gt;vigilance every movement of the el-
&lt;/p&gt;&lt;p&gt;ements that are under your eye 
&lt;/p&gt;&lt;p&gt;yet the evil is ubiquitous through the 
&lt;/p&gt;&lt;p&gt;State, and the friends of the union 
&lt;/p&gt;&lt;p&gt;must be your eyes and ears in 
&lt;/p&gt;&lt;p&gt;remote neighborhoods.  
&lt;/p&gt;&lt;p&gt;It does not require the sagasity 
&lt;/p&gt;&lt;p&gt;of a prophet or philosopher, to detect 
&lt;/p&gt;&lt;p&gt;the ultimate designe of this move-
&lt;/p&gt;&lt;p&gt;ment; it is too obvious to be mis-
&lt;/p&gt;&lt;p&gt;taken; but we hope under the 
&lt;/p&gt;&lt;p&gt;blessings of God, and by the wis
&lt;/p&gt;&lt;p&gt;dom of the true men of the 
&lt;/p&gt;&lt;p&gt;legislature backed up by the 
&lt;/p&gt;&lt;p&gt;loyal men of the State you 
&lt;/p&gt;&lt;p&gt;will be able to avert the Storm

&lt;/p&gt;&lt;p&gt;of an unscrupulous majority 
&lt;/p&gt;&lt;p&gt;in the legislature to Sell the State 
&lt;/p&gt;

&lt;p&gt;to a barbarous Slave driving confederacy.  
&lt;/p&gt;&lt;p&gt;Every [otter?] of religion in our State.

Leutenent Coats a few days ago was heard to say A lot of the Sessation whose Cannot Old thief besides much Mischief.  The same sort E S Hoor is found my informant &amp;amp; he said he heard [both?] say it him Self. He also said that the
[illegible] there.  They have one organization that will [explane t'd?] intention is how ever the get all ready.  Secessionists is a thret there and they are in South Carolina. No man knows better than Pete the Heal Sesstionists act for Mr. Reformtion &amp;amp; veracity I will refer you to P Bullock &amp;amp; E. F. Houghton of Wilmington town both young Social Rankin &amp;amp; Easter [Peind?] of Glasgow.  Now I will make a suggestion if you think it worth while a look after I have [ entire line illegible] being the agent of sesscisson [illegible] of it, let him [illegible] he need not but price [illegible to end of line] There there is not a means thereby a way begin I [illegible] to have his God inquiry &amp;amp; at him drop in a word against the administration &amp;amp; believe every thing that this source [illegible to end] &amp;amp; he will be taken in to [illegible to end] let him come here first [illegible to end]

The Political leaders are becoming more bold and daring daily in opposing the administration and the Excitement is now so high that I think the firing one gun by Either party would at once open the ball and bloodshed.  there was a rope hung over a union mans door a few nights since near pinckneyville  the man has one contraband staying at his house and the opposition to the administration is threatning to run the contrabands out of the country and it is said that there is now a company secretly organizing to run them off together with the persons that have them in their employment   Andrew Robinson a very Respectable farmer and by the bye a southern sympathiser of this county told a neighbor of mine Thomas Johnson who is entirely reliable that the Negroes must be run off and that there would

&lt;/p&gt;&lt;p&gt;If you think me worthy, I wish you to use your influence with the President or the appointing power to obtain for me a Brigadier's Commission, with as favorable Rank as possible. No doubt many Colonels now commanding Brigades will be promoted, and should I be fortunate enough to be among the number, I do not think I would ever disgrace the position, or fail to pass muster with the Brigadier Generals around me. I had some military knowledge before entering the Army, and I hope nearly two years constant active service, has

&lt;hr /&gt;
&lt;p&gt;not been entirely lost upon me. I am now in Command of the 1st Cavalry Brigade 17th Army Corps, Consisting of

Governor of the State of Illinois
&lt;/p&gt;&lt;p&gt;Sir:
&lt;/p&gt;&lt;p&gt;It may not be proper for a private Citizen at this time of danger &amp;amp; excitement to in any manner add to the already overburdened labors of the executive of our State - but I am prompted much through fear but more from loyalty to give my knowledge &amp;amp; fears to the keeping of some one having the power to prevent trouble &amp;amp; disaster - The Loyal Citizens here Through this Section of Country have great fears of insurrection; &amp;amp; one of the leading men in organizing this insurrection we belive to be James W. Davidson of Monmouth. Sylvester Stevens is thought to be

&lt;hr /&gt;
&lt;p&gt;the main man here; although there are many here very bold in denouncing the Administration. S. Stevens before mentioned a short time since boldly denounced the General Government declaring at the same time in the presence of two or three Citizens he would like to be one of two thousand persons to go to Washington and Cut out the God-Damn Heart of Lincoln &amp;amp; his Cabinet. They are becoming more bold every day &amp;amp; are all well armed - but a few days since a School was dismissed by two Democratic School directors .6 Miles south of this place because the Scholars sung Union songs at recess; at the same time one of those Directors tore down a Union flag put upon the School house by the Scholars. I state to your such facts as can be known  In Monmouth not ten days since Democrats were heard to declare

&lt;p&gt;that Lincoln would not be President two months longer  this was not a public declaration but was overheard by a [Loyal?] Citizens. Said J. W. Davidson is Continually traveling &amp;amp; dos most of his talking in public [s-ings?] and many are expecting to see [wonders?] soon. I yesterday was on the cars &amp;amp; meet Chas Harris M. C. Elect from Quincy District who is I believe a Loyal man &amp;amp; who then was on his road to Springfield; he said to me he fears an outbreak  in this state very soon &amp;amp; had great doubts if it Could be provented   Now all this information  may be stale to you &amp;amp; of no benefit - If of an good I shall be glad. I donot wish my name used unless necessary as it will make me the object first aimed at here

&lt;/p&gt;&lt;p&gt;you will no doubt think this is a strange message and so it is but truthes in those days are stranger than fiction of all ages. I beg you to excus this seemingly strange not I would not thought once I could have addressed a strange Gentleman much more approaching 
&lt;/p&gt;

&lt;p&gt;a man of State. but so it is, we must live up the emergency of the times if thare is not a man to act and the duty left for me I can say with Samuel of old here Lord- if it come to that in our land that private families do not dare to board our Methodist Preacher for fear it will incite the fury of their Rebel neighbours and they will have to suffer on his account and he only a school boy in aperance and advised by officers I mite say Sherif I dont wish to personify this much would bring down vengence on the head of the offender if known they have poisend the horses of our local Preacher and now ordered our Station Preacher to leave -This looks rather darke and bolder than it is black   they have have cut down orchards, burned

&lt;p&gt;strawberry fields as they met no reprofe for the latter they grow bold and think they can drive all before them. The object this  communication is to ask your attention to our unpleasant situation. The Lord has a remnant left even in Egypt and they are true to the government and that is the great offense - relying on the prompt masures you have taken to surpress this unholy rebellion we beg you will send a Provost Marshal to look in to affairs  they can easily be put down now but if let to run much longer we shall have war in our own State- the country is full of paroled soldiers from the [102?] that circumsance makes the case no better   we want a man of principal one that will command Respect as burly a looking man as [Chirch?] of Mo [Henry?] dont send [Alen?] man nor the Hon member from Putnam- excuse this in the

&lt;/p&gt;&lt;p&gt;Painfull rumors are in circulation here today in regard to the action or proposed action of our Illinois Legislature with a view to seize the control of the Military power of the State etc etc  If any such action should be attempted, it could be counteracted it appears to me by obtaining authority from the General Government to raise a "State force" &amp;amp; be under the entire control of the Governer as in Missouri or as is proposed in Kentucky. Ostensibly of course to protect the State against invasion etc etc.
&lt;/p&gt;&lt;p&gt;Whatever of truth then may be in the charges against the present administration of Washington; imbecility, corruption etc etc, the treasonable
conduct of the radical opposition throughout the Northern States must be checked  soon, or all is lost.

&lt;/p&gt;&lt;p&gt;Painfull rumors are in circulation here today in regard to the action or proposed action of our Illinois Legislature with a view to seize the control of the Military power of the State etc etc  If any such action should be attempted, it could be counteracted it appears to me by obtaining authority from the General Government to raise a "State force" &amp;amp; be under the entire control of the Governer as in Missouri or as is proposed in Kentucky. Ostensibly of course to protect the State against invasion etc etc.
&lt;/p&gt;&lt;p&gt;Whatever of truth then may be in the charges against the present administration of Washington; imbecility, corruption etc etc, the treasonable
conduct of the radical opposition throughout the Northern States must be checked  soon, or all is lost.
