Mr. Edward Kirby wrote to me sometime since that you informed him that you had received my letters in regard to a Colored Regiment of Cavalry and had written to Washington in my favor, and also had written to me. I have not received your letter, but I thank you most heartily for your kindness. I have received no information from the War Department in regard to my application, and most likely will not. I am afraid that the President has been scared out of his plans of Enlisting Colored troops, but
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;he will find them needed badly in the Cotton States next Summer and Fall. There is now a great opportunity to raise thousands of them in this Department, here, at Helena, Providence, and Elsewhere. I have this day sent on an application to the President for Authority to raise 5000 in this Department and to select for their Commissioned Officers Men who have distinguished themselves by service in the ranks or as Non Commissioned Officers thus far during this war. I could give them in that way far better Officers than any Regiment in the Service now has, and would soon make of them the very best troops in America. I want to use them as an active flying and ranging force in Mississippi and Alabama or wherever and how they could be made most efficient. I could make them terribly effective. One thing
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;We aught to aim at this coming season is to prevent our enemy from raising any crops. We must deprive them of all services from their slaves. I could accomplish a tremendous work in that way if allowed to. We aught to raise in the Cotton States an immense Army of Blacks and Subsist them entirely upon the enemy. In one word we aught to destroy slavery for them utterly and forever, and then just as fast as we conquer a state, call a state convention, allowing only true Union Men to vote, (if they are only ten or 20 in a county,) disfranchise all Rebels and Emancipate all Slaves. Such work by a State Convention would be final and irrevocable and make us secure of the Machinery of Government, give us the Control
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;of their Elections with reliable Congressmen, &amp;amp;c.. It would make us sure of four millions of free and loyal blacks. But we can only get at the slave masses and arouse them now by Black troops. They must see their own race in arms and treated as soldiers. Then they will rise, and when they do, this cursed Rebellion will wilt like Jonah's gourd! Will you please aid me in this plan? If I could see the President I think he would grant me the authority I ask. I can raise these men in 60 days. If I am once allowed to raise them and to officer them with our best veteran Illinois soldiers who have no other prospect of shoulder straps and sympathize with the whole grand object aimed at, I will do honor to our State by what I will accomplish.

I beg leave now to offer my sincere thanks for your letter and for the Message.  And allow me to add that I am particularly happy to possess the likeness of a gentleman who is not only the Governor of a great State but right worthy to be so.
&lt;/p&gt;&lt;p&gt;The 20 copies of the Message proved none too many, for I have sent each copy to some intelligent and appreciative friend in 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;New York or elsewhere - Such as Peter Cooper; W. C. Bryant; D. D. Field - W. T. Blodgett; Isaac Sherman - &amp;amp;c &amp;amp;c  Mr John E Williams, Prest. of Metropolitan Bank thus expresses his acknowledgements in a letter just received: "I duly recd. Gov. Yates's Message and read it with improvement and amazement.
&lt;/p&gt;&lt;p&gt;What a miracle that whole western country is! x x x Gov. Yates is a trump!  I honor such men wherever they are found, but I especially glory in them when they are in the centre of this world of ideas, of growth, of progress."  And so on - you will excuse the freedom of expression in a perfectly private letter from a friend.  I quote it merely to show you that there are some people who are gratefully appreciative of 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the labors of public officers, although the public may sometimes seem careless.
&lt;/p&gt;&lt;p&gt;I have been writing a short article on the subject of Illinois for the "Continental Monthly" - When it is published, I shall take the liberty of sending you a copy.  I wrote to the Supt of Public Instruction requesting a copy of his Report, of which you make such favorable mention in the Message. - but as I have had no reply, I conclude he was absent from Springfield, or perhaps does not reside there.
&lt;/p&gt;&lt;p&gt;I have been distributing 200 copies of Dr Bellows's Sermon on Unconditional Loyalty far and wide - and I shall send by mail a few copies which I hope you may see fit to hand to people whose loyalty needs a little stirring up.

&lt;p&gt;I do not wish to be troublesome, but hearing some young men who are trying to organize a Company of Home Guards in Danville, intending to drill them thoroughly - talking of arms as the only difficulty, I volunteered to ask you the question, as I was going to write, whether there is any chance of them procuring some muskets &amp;amp; cartridge boxes from the State for such a purpose - It was suggested that there might possibly be old or returned arms that could be lent - for about 100 young men

&lt;/p&gt;&lt;p&gt;I am one of the few Unconditional Union Men, who live in this part of our state, and we are in constant peril of our lives, we are threatened, our property destroyed, and Every possible injury done and indignity offered.
&lt;/p&gt;&lt;p&gt;We have K. G. C.'s who meet at dead hours of the night and concoct their hellish schemes, and perform their infernal acts. Least night, my nearest neighbor, "James Bruff," an old man, and unconditional Union man, who has fought for his country, (in 1815 &amp;amp; 14.) suffered the loss of his orchard which he had been twenty five years in growing
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;His hart is almost Crushed at this blow of fiendish brutality.
&lt;/p&gt;&lt;p&gt;Abner Cox, another union man, one who will not truck with the "Secesh" also, has not only had his orchard feeled, but he has been threatened, having found a letter in his own yard containing a notice to leave on pain of death. - Babcock has lost his fruit his trees having been feeled and his strawberry fields were littered &amp;amp; burried.
&lt;/p&gt;&lt;p&gt;Rev Wm Wisener, a methodist minister, living on a rented farm, (belonging to a secessionist) suffered the loss of his horses, by poison. On Thursday night last, (12th inst.) there was a meeting in our district school-house, to elect officers and organize, to resist the arrest of the men who have deserted from our Ill Regiments, now at home. And Jame Newton, son is making cartridges and (suppliing) furnishing those who are willing to resist. several persons have 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;seen them. Now my Dear Sir. we have a disposition to stand by our country forever, and we need assistance &amp;amp; that speedily, our property is insecure our very lives are unsafe, but we would feel safe if a few of the most prominent &amp;amp; impudent of the K. G. C.'s were dealt with; (arrest a few &amp;amp; make witnesses of others, &amp;amp; you can prove them guilty of treason &amp;amp; many crimes perhaps)
&lt;/p&gt;&lt;p&gt;For Heaven's sake set some measure on foot to arrest this spirit of tyranny or we (the Union men) may as well leave our homes &amp;amp; other property &amp;amp; seek safety Elsewhere.
&lt;/p&gt;&lt;p&gt;I am a discharged soldier, I was a member of Co I 78th Ills Vols Inft
&lt;/p&gt;&lt;p&gt;I am unable to serve longer in the army, but am willing to do any thing I can do, to forward the cause of the union &amp;amp; constituted authorities.
&lt;/p&gt;&lt;p&gt;I am a poor man, not having means to live on, without compensation

&lt;/p&gt;&lt;p&gt;Abner Cox, another union man, one who will not truck with the "Secesh" also, has not only had his orchard feeled, but he has been threatened, having found a letter in his own yard containing a notice to leave on pain of death. - Babcock has lost his fruit his trees having been feeled and his strawberry fields were littered &amp;amp; burried.
&lt;/p&gt;&lt;p&gt;Rev Wm Wisener, a methodist minister, living on a rented farm, (belonging to a secessionist) suffered the loss of his horses, by poison. On Thursday night last, (12th inst.) there was a meeting in our district school-house, to elect officers and organize, to resist the arrest of the men who have deserted from our Ill Regiments, now at home. And Jame Newton, son is making cartridges and (suppliing) furnishing those who are willing to resist. several persons have

&lt;hr /&gt;
&lt;p&gt;seen them. Now my Dear Sir. we have a disposition to stand by our country forever, and we need assistance &amp;amp; that speedily, our property is insecure our very lives are unsafe, but we would feel safe if a few of the most prominent &amp;amp; impudent of the K. G. C.'s were dealt with; (arrest a few &amp;amp; make witnesses of others, &amp;amp; you can prove them guilty of treason &amp;amp; many crimes perhaps)
&lt;/p&gt;&lt;p&gt;For Heaven's sake set some measure on foot to arrest this spirit of tyranny or we (the Union men) may as well leave our homes &amp;amp; other property &amp;amp; seek safety Elsewhere.

But before they got here in the night they learned that the soldiers and the

&lt;p&gt;Judge had gone.  They were too late - Had they had timely notice a conflict must have followed. The fear is that when there should be another arrest. &lt;/p&gt;&lt;p&gt;I am quite a stranger to you.  Nevertheless I wish to apprise you of a few facts (if you have not already been informed) concerning the state of affairs in this vicinity.  Enclosed you will find a copy of resolutions that was passed &amp;amp; adapted at Hillsboro last week, by the So called Democrat party.  They met in secret lodge last night in the freight house at the hour of Eleven O'clock.  They meet again next Tuesday night.  I believe they are determined to resist the Conscription Act, and say (using their own language) "just let you appoint your provost Marshalls &amp;amp; they will be shot quicker than hell."  I have been reliably informed that there are about one thousand in Fayette Co now drilling, also some three hundred in Christian Co.  So far as my knowledge extends I am of the opinion that there are about two secesh to one union man in this vicinity,  I could give the names of the leading individual if it was necessary to do so.

Pursuant to previous notice the Democracy of this county met in mass at the Court House on Tuesday the 10th of March.  Notwithstanding the impassable state of the roads, the Court house was jammed full of "copperheads," and a more unanimous feeling all one way we have never seen.
&lt;/p&gt;&lt;p&gt;At one o'clock the meeting was called to order, and Thomas A. Gray Esq. was called to the Chair, and John H. Barringer Esq., was appointed Secretary.
&lt;/p&gt;&lt;p&gt;A Committee of five consisting of McKenzie Turner, Euston Whitton, John Crabtree, Spartan Grisham and E. A. Austin, were appointed to draft resolutions expressive of the sense of the meeting.  When the Committee retired, one universal shout for Vandeveer went up.  Hon. H. M. Vandeveer took the stand and for two hours and a half addressed the audience.  His remarks were frequently interrupted by loud and continued cheering.  When he was through, Hon. Gus. Walker, of Carlinville, was called out and for an hour more entertained the attentive audience.  Walker, too, was heartily cheered.  The Committee reported the following resolutions which were adopted without a dissenting voice.
&lt;/p&gt;&lt;p&gt;Resolved That we heartily approve the Preamble and Resolutions introduced in our State Legislature and which passed the House of Representatives, and commonly known as Peace Resolutions.
&lt;/p&gt;&lt;p&gt;Resolved That we view the act of Congress called the Conscription act, as one that is calculated to overthrow the Sovereignty of the States, and the features of which release from the service in the field the the rich and forces the poor to do the fighting.
&lt;/p&gt;&lt;p&gt;Resolved That in the opinion of the meeting no war should be waged or prosecuted by any administration under this Government, unless the objects of war have such merits as meets the approval of the Administration at Washington to compel the people of other States, whether the objects of the war meet their approval or condemnation.
&lt;/p&gt;&lt;p&gt;Resolved That we believe the people are the source of all power in our system of Government -- and when any administration shall attempt to coerce the people by military force an intimidation to support measures abhorrent to their feelings and against their judgment;  it is a struggle between the administration and the people, and in such a contest the will of the people ought to prevail -- but if any Federal Administration shall be strong enough to force the people into the support of odious measures civil liberty is at an end.
&lt;/p&gt;&lt;p&gt;On motion, the Secretary was instructed to furnish a copy of the proceedings to the Montgomery County Herald, Litchfield Journal, Chicago Times, and Cincinnati Enquirer, for publication.

&lt;/p&gt;&lt;p&gt;I think it the duty of every well wisher of his Country to throw in his mite to aid a Brother patriot. Especialy one who has such Hurculean responsible placed upon you. I had and interview with a couple of Sam Woods friends the other day They wer frank in saying that there would be an eruption, an that the very day when the draft is started and that the Conscript would be opposed
&lt;/p&gt;&lt;p&gt;And that you would have to bring a Regiment from the present field, and 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;half of them would join the secesh
&lt;/p&gt;&lt;p&gt;And there is a package of 25 papers sent to this 4 by 9 Post office from the office of the rebel sheet Chicago Times. I also heard a gentleman in Company with Col W. B. Warren say he had no doubt but there would be fighting in Morgan and also Cass Co as there was 700 majarty.
&lt;/p&gt;&lt;p&gt;My Dear Sir. My oppinion is that the Night of the Circle is at the bottom of this. And whether there Could not be an Army from the East got that would be less tainted with the Develment of the Society than any are that might be got in the west.
&lt;/p&gt;&lt;p&gt;I mearly suggest this for your consideration. Blieve me sir I think our County in great danger at this time.

&lt;/p&gt;&lt;p&gt;I think it the duty of every well wisher of his Country to throw in his mite to aid a Brother patriot. Especialy one who has such Hurculean responsible placed upon you. I had and interview with a couple of Sam Woods friends the other day They wer frank in saying that there would be an eruption, an that the very day when the draft is started and that the Conscript would be opposed
&lt;/p&gt;&lt;p&gt;And that you would have to bring a Regiment from the present field, and 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;half of them would join the secesh
&lt;/p&gt;&lt;p&gt;And there is a package of 25 papers sent to this 4 by 9 Post office from the office of the rebel sheet Chicago Times. I also heard a gentleman in Company with Col W. B. Warren say he had no doubt but there would be fighting in Morgan and also Cass Co as there was 700 majarty.
&lt;/p&gt;&lt;p&gt;My Dear Sir. My oppinion is that the Night of the Circle is at the bottom of this. And whether there Could not be an Army from the East got that would be less tainted with the Develment of the Society than any are that might be got in the west.
&lt;/p&gt;&lt;p&gt;I mearly suggest this for your consideration. Blieve me sir I think our County in great danger at this time.
