Dep. of the West Oct 31 1861 Dear Sir The Regiment under my command (4th Kansas) has never been able to fill its ranks or companies in consequence of the inability of our state to furnish men enough for its several Regiments. Upon consultation with Col. Palmer, I have concluded to write you with a view to obtain your consent and aid in getting companies from Illinois. I am told that there are many scattered companies in the State not belonging to any regular Regimental organization. I of course could not expect to obtain them to the exclusion of Illinoisians from the officers. Fortunately my regiment is so situated that all the Field and Staff offices are vacant except my own (Colonel) and the adjutant - thought the latter could I think be made vacant. I have now some 400 men including a small battery and Co. of Cavalry attached. Crawford M.D. of St Charles, in said county, during ten of more years last passed, and with pleasure states that the moral and gentlemanly deportment of the Dr stand unimpeachable, and that as a physician and surgeon his acqurements and skill may well be ranked as of a superior order, and such as would prove creditable to the medical department of the army.
