&lt;/p&gt;&lt;p&gt;Learning that Col Todd of the 10th Reg. Mo Vols was to visit you in regards to matters of interest pertaining to said Regt I thought a statement of facts might not be amiss
&lt;/p&gt;&lt;p&gt;Illinois, ever patriotic, heard the cry for help and responded at once to the extent of your first call.  Many more held themselves in readiness to go but no room at that time was left.  I wrote to you in July last in regard to the acceptance of a Regt and was discouraged in the matter. Men who had already enlisted were anxious to go (thinking there was no opportunity of entering the service in their native state made arrangements to go as a Missouri Regt
&lt;/p&gt;&lt;p&gt;Just as this arrangement was ef-
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;fected and some of the cos. enlisted had gone your second call was made and those companies which were to follow, preferring to enter the service at home went into Ills. Regts
&lt;/p&gt;&lt;p&gt;In this way the 10th Mo. was baulked in the attempt to muster in as a Regt immdiately 
&lt;/p&gt;&lt;p&gt;One other reason might be named as bearing on this point viz – After coming to St Louis that portion of the Regt there was ordered out in twelve days after their arrival, giving no opportunity to fill up which perhaps might have been done,  notwithstanding the embargo your second call laid upon recruiting in Illinois for a Missouri Regt
&lt;/p&gt;&lt;p&gt;Inasmuch as you were kind enough to recommenced me to Col Todd I have taken the Liberty of writing you; and if satisfactory arrangements can be made we would all be more than glad to serve our own gallant state

&lt;/p&gt;&lt;p&gt;I do not claim that they should be represented unless they present suitable persons for such offices; - those that are comparatively well qualified.-  And knowing that Col. McClellan has been actively engaged in the performance of his duties as Lieut. Col and a good share of the time as commander of the Regt. since ordered from Ill. I think him a suitable person for the position he occupies.

&lt;p&gt;In answer to your note of the 10th inst. I have to state the 6000 stand of arms, to which you refer, are ordered to be recalled from the Home Guard of Phila, and to be sent to you, with accoutrements and ammunition, as soon as returned from Philadelphia. This order was given on the 9th instant. The fourteen batteries of artillery were contracted for, as you suggested; according to which contract the first two batteries, complete for service in the field, are to be delivered on or before the 1st Novr., and two complete batteries, per week, thereafter, until the whole fifteen are delivered.&lt;/p&gt;&#13;
