Dear Governor.

I wrote you to day by express. I write to add thereto that Taylor made a point that the original scheme was abandoned when Clark refused to weaken the order himself. Of course he is a lying rascal but he has Young on his side from interest_ I found Dickey disposed to treat the matter very fairly, but he told me frankly that he would not bring suit and that Taylor not being able get any Republican lawyer to help him wanted to go to Grundy Co - We'll (illegible) (Farwell?) & myself thought we had much rather foot the difference ourselves than to have you further annoyed by the d-d rascal.

My brother is at Memphis and desires letters of introduction from you to Fred Herbert and John A. (Loqau?)_ You will oblige me if you will send him such. He may desire to introduce some of his friends there to them. Please make them broad enough to cover the case. He has some friends there who can if proper facilities are allowed be of service to my friends and not Taylorize them- All that I desire you to do is to put my brother upon footing with the (Illegible) so that he can ask them to do what is proper -

Please send him the letters directed to care of A Beckwith Memphis Tenn. I must leave for NY tonight and shall bring up in Washington next week.

His Excellency Michael Yates, Gov. of Ill.
Honorable Sir
Your kindness I feel assured will prompt you to pardon me for encrouching upon your valuable time. Dear Sir, I am in great perplexity & distress and I implore your assistance. I wish to learn something in reference to the whereabouts of my husband Thomas Milligan. You are personally acquainted with I think. He has been engaged in recruiting & arresting deserters in Ill since June last under orders; I suppose from Springfield as he took his recruits to Camp Butler. In November he wrote me from Camp Douglas stating he had arrived there a week previous and had been immediately detailed to sit on a general court martial then in session. He expected to be relieved in a few days and should then start for Ohio to make us a visit if not prevented by his superiors. He had been recruiting for Gen. Farnsworth who had been authorized to raise several regiments of Cavalry. He also wrote me he should take command of a company or some office under Farnsworth. The last letter I received from him was dated Nov 20th and written at Camp Douglas. Since that time I have heard nothing of him. I have telegraphed to the Commanding Officer at Camp Douglas and have made enquiries in various directions. I [illegible] I entreat your Excellency to assist me. I think I have an idea at least something of an idea of the arduous task your office imposes upon you and believe me if I had known of any other course to pursue that [illegible] [illegible] I should not have troubled you with my grievous tale. Permit me to hear from your Excellency as soon as convenient. Please pardon and overlook my presumption.
Yours with high regard
Mrs. Thos. Milligan

His Excellency Richard Yates, Gov.

Milligan. Mrs. Thos:

Entreats to be informed of the whereabouts of her husband who was engaged in recruiting and arresting deserters in this state.

Respectfully referred to Lt. Col Oakes Asst. Pro M. Ills with request for information of Thos. Milligan if he has been engaged in arresting deserters or otherwise under orders of his Department

Mrs. Thos. Milligan

Judge Caton wrote me of date New York Decem 16th, 1863 that he declined any intention to dictate, but that he would give me the opportunity of appointing Mr Beckwith by his resignation tc. I determined to say nothing to any one until I could see Judge Caton in person. I saw the Judge to day-- I found him determined to hold on to the office unless Beckwith was appointed. He said he could not do otherwise -- he felt compelled to hold on unto to the end unless Mr B. was appointed - that such was the only way he could make the resignation satisfactory to his friends, tc After full consultation with our best friends, and the best consideration I could give the subject, I thought it best to accept Catons resignation and give the appointment to Beckwith. I do not want you to feel bad towards me in this matter because I saw I could not get the chance to appoint you -- my refusal to appoint Beckwith would do you no good-- Our friends prefer Beckwith to Caton and have now hope of fairness at his hands. I have only to hope for some opportunity hereafter in some way to show my high appreciation of the great kindness assistance I have received at your hands. Your friend

Your favor, addressed to me, of the 16th and 22d just, were duly received, and should have been answered ere this, and would have been, but for the unfortunate habit that has grown upon me of neglecting such courtesies. Your explanation of Mr. Snyder's letter,- which I thought uncalled for in its tone under the circumstances, - is perfectly satisfactory. Knowing Mr. Snyder slightly, I did not think that he would be guilty of intended offense; but supposed he labored under a misapprehension as to the purport of Mr. (Willerton's?) letter. I do assure you that I have nothing but the kindliest feelings and highest respect for Gov. Yates; and in I am quite sure that these feelings are shared by the proprietors of the Tribune. He has made a record at which I think no just man or true

patriot can find fault. And when the history of this mad rebellion is written, there will be no fairer page - none which will read better - than that which records the part that Richard Yates bore in its suppression. Even did I think myself wronged - which is not the fact -I could not set down ought in malice against him. Be assured of my highest esteem. The letter on the subject of the education of soldiers orphans, enclosed in your last, will be published the moment the crowd upon our columns will permit: and any thing you may hereafter send will be readily inserted, of course taking its chances with any delay that the crowd upon our columns may render necessary.
