Hon. Richard Yates,
Governor of Illinois,

Sir: While you present your Report on Enlistments to the People of Illinois "with the profoundest satisfaction," We the Loyal people feel that much is due to our worthy Governor for saving our State from the Draft. I well remember, Sir, how curses loud & long in Egypt were heaped upon your head when this war commenced because, forsooth, you were sending soldiers to Cairo "to stir up strife & cause bloodshed." Many of the same men that thus denounced you are now loud & long in commendation & praise of our patriotic Governor. While Some others of them are filling the honored graves of patriots---heroes & martyrs in the grand & awful strife.

To your Excellency, first of all; then to Gen. Logan all we loyal Egyptians profoundly grateful for your efforts in Saving us from the horrors of civil war.
God spare your life, as well as "first in the hearts of your countrymen"---to your Excellency, I repeat, we feel under deep & lasting obligations for saving our homes in South Illinois from ruin & desolation! Had the rebels & traitors at Camp Jackson succeeded in getting possession of rolling stock on the Ohio & Miss. R. R.---had the enemies of our country commanded the Ohio river---had their troops been stationed at Cairo, we who were loyal would have been compelled to leave our homes & escape for our lives! I saw the storm gathering & trembled for the result. Yet I took my stand boldly & fearlessly & "all was right" in the end. History will present these matters in a proper light to an admiring world!! Gen. Logan--never a rebel sympathiser---has now an honorable fame of which any soldier might well feel proud. His few first speeches on the war will be redeemed by his giant efforts at home & his superhuman exertions in the field to save our country.
recruits, I have quoted & read all over South Illinois. We feel not only proud of our Governor, but we are truly thankful to you for your Sleepless vigilance & untiring labors in the righteous cause of our nation & the rights of mankind. I am well aware, Sir, that you are pressed with cares, & responsibilities, but can you not send me a few words of encouragement & cheer, that, on my return, I may read to the 81st Regiment? The heroes of Thompson's Hill, Raymond, Jackson, Champion Hills & Vicksburg will rejoice to hear direct from their Governor: while the words would inspirit & arouse the new recruits we are sending to the Regiment. I want to do all in my power to instil lofty patriotism & heroic endurance among the members of my Regiment. I am exceedingly anxious that the 81st Regiment should still continue to enjoy a fair & honorable record---a record of which not only Egyptians but all Illinoisans may, also, feel proud. I believe the example of Dollins, Hammaok, Farmer, Warnock, Lippincott, Ward, & a host of other heroes & martyrs will not be lost upon the 81st Illinois Infantry. I am, Sir, Your obt, Servt--W. S. Post.

S. Post.
Chaplain, 81st Illinois

I send you the list as requested. It was prepared promptly and taken to your office yesterday and was among the papers I laid on the top of your desk yesterday P.M. The list is as perfect as I can make it. You will notice that I have but little information about the strength of these regiments on their return as there have but few reported their strength. I think it safe to assume that they will average 350 & possibly 400 per regiment. You will also notice that 18 regiments have arrived. The balance may all return this month - probably not. Some are officially & some unofficially reported as re-enlisted but is almost certain that all on list have re-enlisted. My recruits do not have the strength of the old regiment when they left the state. The numbers given include all who have joined at or since their organization. I did not furnish the list you referred to & found. Selby yesterday [illegible] if other regiments had re-enlisted & I mention them [illegible]

This old list & mine was [illegible]. This of course I have to do as he has to make the quartermaster build barracks &c. I also sent letter of [illegible][illegible] & telegram if it is [illegible] and really hope you will be able to go to Chicago & receive it.

I now add to the list what you call for this [morning?] as far as possible which is the strength of the regiment according to reports read.

In relation to [amt?] of regiments re-enlisted I am really sorry if speaking with Ill & the subject as I state is any thing [wrong?] has been done, or - in furnishing Col Oakes additional information; tc Col Oakes had received dispatches from Washington in relation to barracks & wanted information to know what steps to take on that subject & of course I did not dream of any thing improper in giving it.

I send a revised list as requested. You first asked the "number of men which they left the state - the number of men with which they return as far as possible." My first list gave the Strength at [arms?] since organization. I could not give the number with which they returned. bcause they have not yet reported the number. But from letters & some [volls?]return I gave all I have.

Dear Sir

I return to you the letter which your Excellency sent me in relation to the appointment of Mr. (Swan?), together with "Commission" and "instructions" You will also please find herewith the letter of Mr. Fithian.

An intense headache presents me from imposing upon you the trouble of reading a somewhat elaborate train of thought, which the letter of Dr Fithian and your letter to me, respecting McCoy, has started in my mind.

The Dr letter is characteristic. I think Mr McCoy is impulsive, excitable, but a generuos, kind hearted man, one that would divide his boots and share his last loaf with a poor soldier. zi had never seen him previous to Wednesday last.

I thank you for your kind invitation, and trust I shall be in a better plight tomorrow. please destroy this and oblige.

Your friend and servant
John R Woods
Rec Secy

Rec Secy

Of course I would like to have the Colonelcy, but am willing for the center or northern part of the state to have that office; Being the originator of the movement, I think it would not be presumption to ask, and expect the Lieut Colonelcy, or Major's position.
