The call for more men has just reached us. I wrote you yesterday renewing proposition for raising a Regiment; which I submitted to your Honor about year ago. I had expected to go to Springfield today; but believing a statement of facts all that is necessary, have concluded to transmit the same in writing. I inclose communication addressed to Post Masters, which will explain to your Honor the plan contemplated. If in your judgement the plan is judicious, and would likely prove successful, in time to secure present Bounty; please fill the blanks, and telegraph the same to Tribune and Democrat without delay and hand a copy to the Journal,

The Democrats of this county have furnished a Col. and a Lieut Col. It seems to me that the Republicans ought to be allowed at least a Lieut Col. or Major.

The plan, if successful, will doubtless secure a Regt of earnest, working, and I trust fighting Republicans.

We have all earnestly supported the Administration, and as earnestly contended for the suppression of this unholy rebellion. Let us, like men "prove our faith by our works". Let each PM who acceeds to the proposition, telegraph his name and address to the Ills Journal, Tribune, and MO Democrat; the list to be published daily; and when fifty are secured, let us go to work to raise the men, while the balance of names and men are coming in.

I send a revised list as requested. You first asked the "number of men which they left the state - the number of men with which they return as far as possible." My first list gave the Strength at [arms?] since organization. I could not give the number with which they returned. bcause they have not yet reported the number. But from letters & some [volls?]return I gave all I have. I now add to the list what you call for this [morning?] as far as possible which is the strength of the regiment according to reports read.

In relation to [amt?] of regiments re-enlisted I am really sorry if speaking with Ill & the subject as I state is any thing [wrong?] has been done, or - in furnishing Col Oakes additional information; tc Col Oakes had received dispatches from Washington in relation to barracks & wanted information to know what steps to take on that subject & of course I did not dream of any thing improper in giving it.

The list is as perfect as I can make it. You will notice that I have but little information about the strength of these regiments on their return as there have but few reported their strength. Some are officially & some unofficially reported as re-enlisted but is almost certain that all on list have re-enlisted. My recruits do not have the strength of the old regiment when they left the state. The numbers given include all who have joined at or since their organization. I did not furnish the list you referred to & found. Selby yesterday [illegible] if other regiments had re-enlisted & I mention them [illegible]

Governor Ill

My Dear Sir

I notice in the State Journal of the 28th January an article from the Canton Register in which your name is mentioned for Senator. I desire to say that the recommendation so fully accords with my own views, that I shall be very glad to acknowledge by my active aid the kind courtesies I have received at your hands in times past. I believe your services to the state and especially your honorable record in connection with the war entitle you to the position of Senator- and I have no doubt that could the voice of the unbiased masses be heard, you would be selected with great unanimity.

A year ago I did not feel as though I ever wanted to help anybody again, or hardly to help myself, I have experienced so much of the treachery, falsehood and meanness of pretended friends. But since my vindication and triumph I view the world a little differently. I have passed through troubled

waters, but I never had a doubt that sooner or later the truth would come to light and justice be done me. Plato and Wilcox who wanted to destroy me in order to get my place are now (to use a slang phrase) "hunting their holes" and I am happy in knowing that among the people I am held in their former regard.

But not to trouble you with my personal fortunes, I wish simply to repeat that if you are to be a candidate for the Senate I am for you wholly & heartily and I trust you will not fail to draw on me in any way where I can be of service. I think we shall return to the legislation our last member Mr. Mann and he is one of my warm friends

I am Governor Very sincerely & faithfully Your Friend I. G. Wilson

Hon Richd Yates

G. Wilson

Springfield, February 1, 1864

[Circular to all Provost Marshals, Recruiting Offices, and Mustering and Disbursing Officers in Illinois:]

I have received the following order from the Provost Marshal General of the United States, dated January 29th, 1864, viz:

"Direct your officers not to forward, pay, or give credit for recruits whose youth or old age, in their judgment, unfits them for service. Hold all such men, and forward full report of them here for orders."

The object of this order is to keep all boys and old men out of the army. The Government wants none but strong, able-bodied, serviceable men. Great evil has resulted from want of care on this point, and greater caution must be observed in future. Every unserviceable man sent to the field is a positive loss and injury to the Union cause.

In all cases where you are satisfied that a recruit presented to you would not make an effective soldier, by reason either of youthful immaturity or of advanced age, you will peremptorily refuse to enlist him, or to muster him into service, or to forward him to the Geaeral Rendezvous.

Should recruits of this description elude the vigilance of Recruiting officers, and be forwarded to the Rendezvous, Mustering and Disbursing officers are forbidden to muster them into service, or pay them. No District, County or Town will received credit for such recruit.

If such unserviceable persons should escape the scrutiny of all other officers, and be enlisted, mustered and paid, I shall hold them and report the facts to the Provost Marshal General, for his instructions, as directed. In such cases, if the men are discharged by reason of disabilities existing prior to enlistment, and which might have been, and with proper care would have been discovered in time, the expenses will be charged against the recruiting officer by whose neglect the improper enlistments or musters were made.

I return to you the letter which your Excellency sent me in relation to the appointment of Mr. (Swan?), together with "Commission" and "instructions" You will also please find herewith the letter of Mr. Fithian.

An intense headache presents me from imposing upon you the trouble of reading a somewhat elaborate train of thought, which the letter of Dr Fithian and your letter to me, respecting McCoy, has started in my mind.

The Dr letter is characteristic. I think Mr McCoy is impulsive, excitable, but a generuos, kind hearted man, one that would divide his boots and share his last loaf with a poor soldier. zi had never seen him previous to Wednesday last.

I thank you for your kind invitation, and trust I shall be in a better plight tomorrow. please destroy this and oblige.

I have been annoyed a great deal by letters from Washington--seeking agencies but I have known that there were 150 places where they were more needed, but as other states have agts at Washington and brag over us--and as there are occasionally cases there I had decided to appoint Swan-

-He (Swan) is a highly moral and good man.
