&lt;pre&gt;                          The undersigned citizens of the 5th Congressional District lately represented so well by the honored and lamented Lovejoy, whose death has created a vacancy in said district to be filled by either a special Election or at the Ensuing general Election - would respectfully suggest that the Election to fill said vacancy should be held at the time of the general Election next fall for the obvious reasons that our member Elect for the unexpired term could not probably take his seat before the adjournment of Congress, and that a special Election would impose upon us the labor &amp;amp; expense of an additional campaign with the great risk always attendant upon such Elections, of not getting out our full strength, which last consideration we think of more importance than

Either be so good as do this, or, what I should much better prefer, let one of the gentlemen of your staff come over here with them at once, and give me such notes from his own lips as I can make use of in the memoir.  Mr. Loomis was good enough to say he would probably bring them but either of the two excellent good fellows I met with you, at the Tremont will do.  There is no more time to be lost---not a day; and

&lt;p&gt;P.S. If your officers are all busy I will come over at &lt;u&gt;once.&lt;/u&gt;

&lt;/p&gt;&lt;p&gt;I feel sure Ticknor  &amp;amp; Fields of Boston will publish the memoir and I should like to do myself the honor of dedicating my forthcoming book to you, if you will allow me.  It will have a wide circulation---will be printed, intact, both here and in England  and will be out before the memoir of you can be got ready.

&lt;/p&gt;&lt;p&gt;Dear Sir on consultation with a number of our most active reliable unconditioned union men in this county it is the decided opinion of all that it is best to have no Election called to fill the vacancy in congress of this the 5th congressional district ocasioned by the death of the Hon Owen Lovejoy but let it go till our Election next Fall Should a election be ordered the member could not be elected to get there much before the adgournment of the present session so that we are of the opinion that no binefit would arise from such a election. 
&lt;/p&gt;&lt;p&gt;I feel that is a matter of importance to select a man of talent and a man that has proved himself to be on the side of the union from the commencemet of the rebellion I don't want to trust a war democrat for in voting the war

&lt;/p&gt;&lt;p&gt;Your letter addressed to myself as one of the signers of the recommendation to the Executive of this state not to order an Election to fill the vacancy occasioned by the death of the Hon. Owen Lovejoy was duly received and I have handed it to those who were at Princeton on the first day of April from Peoria.
&lt;/p&gt;&lt;p&gt;When we signed the petition it was under the supposition that Congress would adjourn say about the first days of june, and your reasoning is very patriotice and sagacious and looking into the contingencies which may arise posiblly one looked for for a union vote.  This vote from the fifth congressional district we hope to send some one but none of the [illegible] afore [ilegible] of the Lamented Lovejoy.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Having said we did not intend to dictate to the Executive but glad we have a faithful man who will be awed by no dictators or cowed by no cliques, we had some local feeling by our local paper calling the signers as a "set of old fogies who assembled at Lovejoy's funeral and fixed the succession among themselves"  So far from that as soon as I signed the paper never met with them unless they were in the church where the funeral services were held.  To you it it may not be of interest but to us who signed the paper it was unkind if not insulting and so many of us here [hinted?] the assault.  In conclusion allow me to remain yours to command.

&lt;/p&gt;&lt;p&gt;A man has recently been here soliciting aid for the Soldiers Hospital at Springfield, and represents the State of things in those Hospitals as anything but creditable to the State &amp;amp; nation and in the highest degree disgraceful to the Citizens of the State Capital. The man claimed to be Employed in one of the Hospitals &amp;amp; Authorized to solicit aid by those in charge.
&lt;/p&gt;&lt;p&gt;The people of the city &amp;amp; county have done something for the soldiers of the Republic and are still able and willing to do more They are unwilling to to know that loyal soldiers and especially Union Soldiers are languishing and dying right under the eaves of their own State house because there is no eye to pity and no arm Stretched forth to soothe or
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;relieve their sufferings. This in a population wealthy to repletion among whom are multitudes who have "made fortunes out of the War" but in the inventory of whose profits are found no musket shot wounds no camp fever, no Dairrhea.
&lt;/p&gt;&lt;p&gt;I am commissioned by Mrs Curlenius President of the Laides Loyal League of Peoria to write Gov Yates, and ask him if these things were so. They may not be. The man may be an imposter but we think not. he seems honest we think him so. and want to help if necessary

&lt;/p&gt;&lt;p&gt;A man has recently been here soliciting aid for the Soldiers Hospital at Springfield, and represents the State of things in those Hospitals as anything but creditable to the State &amp;amp; nation and in the highest degree disgraceful to the Citizens of the State Capital. The man claimed to be Employed in one of the Hospitals &amp;amp; Authorized to solicit aid by those in charge.
&lt;/p&gt;&lt;p&gt;The people of the city &amp;amp; county have done something for the soldiers of the Republic and are still able and willing to do more They are unwilling to to know that loyal soldiers and especially Union Soldiers are languishing and dying right under the eaves of their own State house because there is no eye to pity and no arm Stretched forth to soothe or
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;relieve their sufferings. This in a population wealthy to repletion among whom are multitudes who have "made fortunes out of the War" but in the inventory of whose profits are found no musket shot wounds no camp fever, no Dairrhea.
&lt;/p&gt;&lt;p&gt;I am commissioned by Mrs Curlenius President of the Laides Loyal League of Peoria to write Gov Yates, and ask him if these things were so. They may not be. The man may be an imposter but we think not. he seems honest we think him so. and want to help if necessary

&lt;/p&gt;&lt;p&gt;I have the honor to very respectfully refer to a news paper statement to the effect that upon your request and representations aided therein by Govenor Morton of Indiana the President would soon call for 200,000 more volunteers for local defence of the line of the Ohio.
&lt;/p&gt;&lt;p&gt;I beg very respectfully to say that I hardly think that this number can now be obtained but if you would ask for say 3000 men to be raised in Ill for one year the troops thus raised not to be called upon or obliged to go beyond our state lines that the project would be very speedily carried into effect, and our domestic peace and safety insured. 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I assume you are as well or better informed than I am of the alleged purposes of a certain class of reckless men of the Quantrill stripe, for making a desperate raid through Western Illinois and to pass through North Missouri.
&lt;/p&gt;&lt;p&gt;It is now believed that quite a number of the men engaged in the raid upon Lawrence are in Illinois, Canada, and the North western States, some of them have lately been tracked to this State.
&lt;/p&gt;&lt;p&gt;The particulars of my information cannot be communicated in this letter nor in deed in any letter.
&lt;/p&gt;&lt;p&gt;At present as we are situated here 300 men of this character can in one night burn  and rob Quincy, the Government depots of clothing, &amp;amp;c, make a ten strike. 
&lt;/p&gt;&lt;p&gt;I have this day been informed by a detective from Mo that before the last of June the thing will be done.
&lt;/p&gt;&lt;p&gt;I am Governor no alarmist! but really I deem it my duty to say that we should
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;have men and arms enough here for defense. There is not now to be had for The United States one hundred muskets in Quincy.
&lt;/p&gt;&lt;p&gt;The company belonging to 2nd Battallion Vet Reserve Corps are without arms- I believe of any kind. I have ten muskets in the hands of my Guard, besides these the United States has none.
&lt;/p&gt;&lt;p&gt;A year or more ago some guns- the number I do not know- were placed in the hands of Col Grimshaw by the State - this is as I understand - of these I believe Capt Steinwedells company have now probably forty or fifty, at present in the hands of the colored regiment for guard duty, they being still unarmed.
&lt;/p&gt;&lt;p&gt;If Illinois which has sent the most men abroad to fight for the country could now be allowed to raise say 3000 men for home purposes for one year- to be distributed say 500 in Quincy, 100 at Warsaw, 300 in Pike Co, 100 at Lewistown or Peoria, that would
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;do for all west of the Ill River.
&lt;/p&gt;&lt;p&gt;The other 2000 at such points as you might deem best - We might feel safe -
&lt;/p&gt;&lt;p&gt;If this cannot be done let us have 500 men here under a good and experienced prudent officer.
&lt;/p&gt;&lt;p&gt;I have been compelled to equivocate and dodge enquiries every day as to the means of our defence.  I have been afraid to to tell that we are so defenceless.
&lt;/p&gt;&lt;p&gt;I do not Govenor believe all I hear but I cannot resist the idea, that Quincy situated as it is here on the border with so many men in it lately from Missouri, and where copperheads are the fashion &amp;amp; sits upon her Hills like a fat goose ready to be plucked.
&lt;/p&gt;&lt;p&gt;If any thing is done for us in the matter suggested it should be done at once, and the men Kept here until it shall be made certain that we intend to defend this place.
&lt;/p&gt;&lt;p&gt;Will you please excuse the freedom

&lt;/p&gt;&lt;p&gt;I have the honor to very respectfully refer to a news paper statement to the effect that upon your request and representations aided therein by Govenor Morton of Indiana the President would soon call for 200,000 more volunteers for local defence of the line of the Ohio.
&lt;/p&gt;&lt;p&gt;I beg very respectfully to say that I hardly think that this number can now be obtained but if you would ask for say 3000 men to be raised in Ill for one year the troops thus raised not to be called upon or obliged to go beyond our state lines that the project would be very speedily carried into effect, and our domestic peace and safety insured. 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I assume you are as well or better informed than I am of the alleged purposes of a certain class of reckless men of the Quantrill stripe, for making a desperate raid through Western Illinois and to pass through North Missouri.
&lt;/p&gt;&lt;p&gt;It is now believed that quite a number of the men engaged in the raid upon Lawrence are in Illinois, Canada, and the North western States, some of them have lately been tracked to this State.
&lt;/p&gt;&lt;p&gt;The particulars of my information cannot be communicated in this letter nor in deed in any letter.
&lt;/p&gt;&lt;p&gt;At present as we are situated here 300 men of this character can in one night burn  and rob Quincy, the Government depots of clothing, &amp;amp;c, make a ten strike. 
&lt;/p&gt;&lt;p&gt;I have this day been informed by a detective from Mo that before the last of June the thing will be done.
&lt;/p&gt;&lt;p&gt;I am Governor no alarmist! but really I deem it my duty to say that we should
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;have men and arms enough here for defense. There is not now to be had for The United States one hundred muskets in Quincy.
&lt;/p&gt;&lt;p&gt;The company belonging to 2nd Battallion Vet Reserve Corps are without arms- I believe of any kind. I have ten muskets in the hands of my Guard, besides these the United States has none.
&lt;/p&gt;&lt;p&gt;A year or more ago some guns- the number I do not know- were placed in the hands of Col Grimshaw by the State - this is as I understand - of these I believe Capt Steinwedells company have now probably forty or fifty, at present in the hands of the colored regiment for guard duty, they being still unarmed.
&lt;/p&gt;&lt;p&gt;If Illinois which has sent the most men abroad to fight for the country could now be allowed to raise say 3000 men for home purposes for one year- to be distributed say 500 in Quincy, 100 at Warsaw, 300 in Pike Co, 100 at Lewistown or Peoria, that would
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;do for all west of the Ill River.
&lt;/p&gt;&lt;p&gt;The other 2000 at such points as you might deem best - We might feel safe -
&lt;/p&gt;&lt;p&gt;If this cannot be done let us have 500 men here under a good and experienced prudent officer.
&lt;/p&gt;&lt;p&gt;I have been compelled to equivocate and dodge enquiries every day as to the means of our defence.  I have been afraid to to tell that we are so defenceless.
&lt;/p&gt;&lt;p&gt;I do not Govenor believe all I hear but I cannot resist the idea, that Quincy situated as it is here on the border with so many men in it lately from Missouri, and where copperheads are the fashion &amp;amp; sits upon her Hills like a fat goose ready to be plucked.
&lt;/p&gt;&lt;p&gt;If any thing is done for us in the matter suggested it should be done at once, and the men Kept here until it shall be made certain that we intend to defend this place.

&lt;/p&gt;&lt;p&gt;You will be delighted to learn officially what has doubtless reached you eve this from private sources, that our "Soldiers Home" is built, inaugurated, under way, and is working like a charm.  Before the carpenters and whitewashers had evacuated it, I invited the glorious old 17th about 10 o clock one night to take up their quarters beneath its roof.  They did so. and the next day were treated to a dinner by our blessed women.  The chips, shavings, whitewash tubs and buckets were disregarded, the boys would not permit me to apologise for any thing but insisted on calling it a grand good place.  It was properly dedicated on the night of the 21.  The prayer of Mr Hale and the speech of Genl Fuller were all right, and if you had been there to take your part in the ceremonies, I should have been so perfectly satisfied that I could most willingly have said, "now the great thing is accomplished let me go home to my quiet cottage and little farm."
&lt;/p&gt;&lt;p&gt;But I would have been mistaken, for there is yet much to be done and now, dear Governor, I come with my appeal to you to do a part of it.  Let me explain.  The Home must be conducted systematically. and economically, and to do this we need the countenance, the recognition and the direct assisstance of the War department.
&lt;/p&gt;&lt;p&gt;over

&lt;hr /&gt;
&lt;p&gt;We want authority to draw rations for the men whom we may from time to time accommodate.  I mean of course, wayfaring Soldiers entitled to rations.  Those who are not, we shall provide for.  We want, assistants from the ranks, detailed by the proper officers, to act in capacity of Guards, Cooks &amp;amp;c. of sufficient number to enable us to manage our Home efficiently.
&lt;/p&gt;&lt;p&gt;We shall require about 15 cots, matresses, with bedding similar to that allowed in Hospitals.  I shall take the general supervision, and wish to have every department of the Home under my immediate control, while I am connected with the Commission or until any one shall say I dont do right.  You can get all the privileges we need from the Government, and for the Homes sake, Your sake and my sake, I really want you to do so.  The House must have a head to it.  Neither of the Directors can give it their personal attention.  I assumed some authority, and thus far it has been a decided success.  Pres Reynolds and Director Hawley have labored day and night for it.  The other Directors have cooperated and now Sir the Opposition which we have been fighting all winter, has vanished.  Cannot and will not the War Dept. clothe me with a little authority in this matter.  I don't ask to have my small salary increased, all I wish for at the hand of Secretary Stanton is a recognition which will increase my authority.  You know it would not be abused in my hands.  Cant he commission me as special Agent of the War Dept. for this purpose -- He may pile on the responsibility.  I will take it all, and fear it not.  Now dear Governor, help us all you can.  Please get authority from Genl Commissary for us, or for me, to draw what rations we may need

I am so averse to travelling that a journey to Washington would be more than I would undertake, unless the object of it could in no other way be accomplished.  I have written this under most unfavorable circumstances - sickness and weariness - please pardon its length and familiarity.  Try and gather from it what we want, and then please burn it.  and oblige your
