You will perhaps, have learned ere this that your regimental organizations of Artillery will not be received by the Secretary of War. Even if they should be, you can scarcely fail knowing that they would soon be dispersed among other organizations; and if so: why not anticipate such a result by assigning the fractional organizations, so as to make them immediately useful?
