I have a petition to send to the President - signed by all the prominent men in town Lawyers - Bankers - Merchants &amp;amp;c  Gen M McConnel is going on to Washington in few days &amp;amp; he says he will see his Son.  Mr McDougal Senator from Cal, and he will engineer it through for me  Mr McConnel advised me to write to you for the purpose of getting a recommendation to that position - he says a letter from you will be all that is necessary

&lt;p&gt;I have been in the Service since the War began and I think I am qualified for the position desired.  If you will write a letter based on the facts to the President who I think appoints such you will confer a lasting favor on me.  I will leave on Monday next  for my Company and I will therefore require a prompt decision on your part that I may be able to send the letter with Petition to Washington by my friend  My position now in the Army is a Sergeant Com G 1st Mo Cavalry - Hoping to rec an answer from you soon. &lt;/p&gt;&lt;p&gt;that I am for you first last &amp;amp; all the time, you must know, without any assurance, I will see Mr Allen in the course of the week, and make it a certainty. I wrote you this morning upon another matter, which I presume you will receive one day ahead of this.
