&lt;/p&gt;&lt;p&gt;I received a notice from Mr. Hatch Secy of State yesterday, stating that one George Chandler had been appointed a Notary Public as my successor, as my time had expired &amp;amp;c.
&lt;/p&gt;&lt;p&gt;I was appointed a notary by Gov French in /47 &amp;amp; have held the same commission ever since, through the administrations of Mattesen and Bissell I was undisturbed.  True the office is not of much value, but it was quite convenient to me in my office, in the course of business, and I must confess I was somewhat surprised to be ousted, even in this little matter to make way for a boy.  But I cannot believe, that you did it merely for the purpose of reminding me that you were "Governor," especially when I have give the Republican party my entire influence and support as long as you have, and have contributed to your success nearly as much as any one else.
&lt;/p&gt;&lt;p&gt;And still more especially, when I can prove in a court of justice if need be, that you are indebted to my personal friends who were in the convention for your nomination in lieu of Judd.  I would have spoken of it to you when I was in Springfield in Feby. had I shall anticipated
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;a removal, The Office was not vacant &amp;amp; the commission ran till my successor was appointed and qualified. &lt;/p&gt;&lt;p&gt;I am desireous that you should address a letter to President Lincoln and Give him a fair statement in reguard to the appointment of Postmaster for this city
&lt;/p&gt;&lt;p&gt;In the first place as is well known I withe the other applicants for the office circulated my Petition withe our Republican freinds and I obtained from I can understand nearly Five Times as many signatures as all the other applicants put together - and they have ascertained this fact - and they have all [calogued?] to-gether for the sole purpose of defeating my appointment - by trying to make the President think that they are verry [biberly?] toward him by leaving the appointment intireally to himself
&lt;/p&gt;&lt;p&gt;Now my freinds say to me that they are confident that Mr Lincoln dose not wish to discriminate betwean his numerous freinds who are applicants for the office and I think so myself from the fact that he Mr Lincoln said to me I want &lt;u&gt;you all&lt;/u&gt; that are applicants for the office applicants for the office to get up your petitions and send them on to me and that would do what he thought would please a majority of the People
&lt;/p&gt;

&lt;p&gt;I presume that you have herd that the Republican voters of this city have been trying to get an Expression of the People by a vote but the Illinois Journal and the other aspirants have done all in their power to defeat it but my freinds have partly suceded they took a vote in the Secon Ward on the 9th of April and I recivd as I understand 193 Republican votes out of 211 Poled over all others combined  The other Aspirants for the office are

&lt;/p&gt;&lt;p&gt;J. M. Allen and I am credibly informed that Dr W. S. Wallace &amp;amp; E L Baker of the Journal are also expecting to recive the appointment provided they can defeat an Expression of the people

&lt;/p&gt;&lt;p&gt;I am desireous that you should address a letter to President Lincoln and Give him a fair statement in reguard to the appointment of Postmaster for this city
&lt;/p&gt;&lt;p&gt;In the first place as is well known I withe the other applicants for the office circulated my Petition withe our Republican freinds and I obtained from I can understand nearly Five Times as many signatures as all the other applicants put together - and they have ascertained this fact - and they have all [calogued?] to-gether for the sole purpose of defeating my appointment - by trying to make the President think that they are verry [biberly?] toward him by leaving the appointment intireally to himself
&lt;/p&gt;&lt;p&gt;Now my freinds say to me that they are confident that Mr Lincoln dose not wish to discriminate betwean his numerous freinds who are applicants for the office and I think so myself from the fact that he Mr Lincoln said to me I want &lt;u&gt;you all&lt;/u&gt; that are applicants for the office applicants for the office to get up your petitions and send them on to me and that would do what he thought would please a majority of the People
&lt;/p&gt;

&lt;p&gt;I presume that you have herd that the Republican voters of this city have been trying to get an Expression of the People by a vote but the Illinois Journal and the other aspirants have done all in their power to defeat it but my freinds have partly suceded they took a vote in the Secon Ward on the 9th of April and I recivd as I understand 193 Republican votes out of 211 Poled over all others combined  The other Aspirants for the office are

&lt;/p&gt;&lt;p&gt;J. M. Allen and I am credibly informed that Dr W. S. Wallace &amp;amp; E L Baker of the Journal are also expecting to recive the appointment provided they can defeat an Expression of the people
&lt;/p&gt;&lt;p&gt;Dick I am unwell and can not get out to do any thing and I hope that you - Dr Jayne John Williams W H Herndon P P Enos and Zimri A. Enos would take it in hand - and much oblige your

&lt;/p&gt;&lt;p&gt;Whereas, A new Administration of the Government has been inaugurated under circumstances of peculiar embarassment, with a dissatisfied People in one portion of the Union, seeming to hate the Union itself: And Whereas, The peace and prosperity of the Union depends upon its perpetuity, and its perpetuity depends upon the firmness and integrity of the Administration of the Government, sustained by a law=abiding, loyal and Union=loving People: And Whereas, The Inaugural Address of President Lincoln gives abundant evidence that he possesses that ability and firmness that will restore peace and prosperity to our beloved Union, by a strict adherence to all requirements of the Constitution and the Laws, showing favor to no one section of the Union over another, Therefore,
&lt;/p&gt;&lt;p&gt;Resolved, By the Assembly, the Senate concurring, That in the Inaugural Address of Abraham Lincoln, we recognize the words of a true Patriot and the sagacious Statesman, and that we hail it as an omen that the Government of this Country is to be restored to its original purity, as founded by the Father of his Country, assisted by his Compatriots of Revolutionary memory.
&lt;/p&gt;&lt;p&gt;Resolved, That, in the language of the Inaugural, "Though passion may have strained, it must not break our bonds of affection. &lt;/p&gt;&lt;p&gt;My Dear Sir:
&lt;/p&gt;&lt;p&gt;I was much dissappointed
at not meeting you at Chicago last Thursday evening
according to appointment. The reception of Green and
Banks was a splendid affair. There was however a
universal regret that you failed to be there. You
have no better friends in the state than in Chicago
and you must go there and see them when you
return from Washington. That promised visit of
yours and Mrs Yates at Chicago and here when you
return must be made and I calculate much upon
it. I will not weary you with professions of
friendship nor by a repetition of assurances of the
pride I feel in you now being surrounded by your
former friends at Washington. No Governor at
Washington or elsewhere occupies the proud and
enviable position you do to day &amp;amp; I repeat God
bless you Richard Yates. I have no fulsome
praise or flattery for your ear or eye but I
have this to claim for myself and that is that
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;(2)
&lt;/p&gt;&lt;p&gt;I am your unselfish friend. I know I hold
an office at your hands and the fear that you
have been embarassed in making it makes me
daily regret that I have accepted it. This is no
idle statement but Gods truth. You might have made
other friends without looseing one by a different
appointment. I can only promise you I will
not disgrace your administration and when
a few weeks or perhaps months of these troublesome
times shall have passed I will return you that
commission with as much of sincere respect and
honorable regard as though you had conferred a
bounty on me for life. Believe this and await
my best efforts to do something which shall merit
your approval.
&lt;/p&gt;&lt;p&gt;I shall go again to Chicago to-morrow. I
am now engaged in ascertaining the history of the
Banks in the state (and each one has a history) with
the view of ridding the state of the intolerable
curse of those who deserve no protection.

while in Washington?

&lt;/p&gt;&lt;p&gt;I was much dissappointed
at not meeting you at Chicago last Thursday evening
according to appointment. The reception of Green and
Banks was a splendid affair. There was however a
universal regret that you failed to be there. You
have no better friends in the state than in Chicago
and you must go there and see them when you
return from Washington. That promised visit of
yours and Mrs Yates at Chicago and here when you
return must be made and I calculate much upon
it. I will not weary you with professions of
friendship nor by a repetition of assurances of the
pride I feel in you now being surrounded by your
former friends at Washington. No Governor at
Washington or elsewhere occupies the proud and
enviable position you do to day &amp;amp; I repeat God
bless you Richard Yates. I have no fulsome
praise or flattery for your ear or eye but I
have this to claim for myself and that is that
&lt;/p&gt;

&lt;/p&gt;&lt;p&gt;I am your unselfish friend. I know I hold
an office at your hands and the fear that you
have been embarassed in making it makes me
daily regret that I have accepted it. This is no
idle statement but Gods truth. You might have made
other friends without looseing one by a different
appointment. I can only promise you I will
not disgrace your administration and when
a few weeks or perhaps months of these troublesome
times shall have passed I will return you that
commission with as much of sincere respect and
honorable regard as though you had conferred a
bounty on me for life. Believe this and await
my best efforts to do something which shall merit
your approval.
&lt;/p&gt;&lt;p&gt;I shall go again to Chicago to-morrow. I
am now engaged in ascertaining the history of the
Banks in the state (and each one has a history) with
the view of ridding the state of the intolerable
curse of those who deserve no protection.

&lt;/p&gt;&lt;p&gt;(Approved March 9. 1861.)
&lt;/p&gt;&lt;p&gt;Section 1. Be it enacted by the General Assembly of the State of Indiana, That the Attorney General be, and he is hereby authorized to commence and prosecute to final judgment, such judicial proceedings as in his opinion are, or may be necessary for the purpose of procuring the abatement and removal of the feeder dam erected by authority of the State of Illinois across the Calumet River, for the purpose of supplying water to the Illinois and Michigan Canal, or of procuring the height of said dam to be reduced so that it will not cause the waters of said riverto overflow any lands in the State of Indiana.
&lt;/p&gt;&lt;p&gt;Sec 2. If in the opinion of the Attorney General it shall be proper and expedient to do so, the State of Indiana may be made plaintiff, alone or jointly, with one or more citizens of this State, in any judicial proceeding contemplated by the first section of this act, or such proceedings may be prosecuted in the name of one or more citizens of this State as plaintiffs, without making the State a co-plaintiff, and such proceedings may be instituted and prosecuted against any person
&lt;/p&gt;

&lt;p&gt;or persons, body corporate or politic, which may be a proper party thereto, in any court of competent jurisdiction.
&lt;/p&gt;&lt;p&gt;Sec. 3. Before any judicial proceedings shall be commenced in pursuance of this act, it shall be the duty of the Governor to endeavor, by application, to be made as soon as practicable, to the proper authorities of the State of Illinois, to procure the abatement of said dam without suit, and in the event of failure on the 
part of the Governor to procure the same to be abated, then the Attorney General is authorized to enter into an agreement for the abatement of said dam within one year from the time the Governor shall apply for its removal, as above provided. Such agreement shall be between the State of Indiana and the State of Illinois, or the proper officer or officers thereof.

I do not know that I have a right to complain for many better and more worthy have had no better success. Denis wrote me that he had delivered my papers to Trumbull immediately after he got to Washington. Why he did not to you, I cannot say, for it was my express direction, and he promised me to hand them to you. They went into his hands only because you had gone out to sit for your portrait, and I could not see you before I was obliged to leave on the train. Yet Denis in taking them to Trumbull may have done
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;the best and all that could have been done, and have acted by your advise, and that of my other friends. I feel confident that he done all he could to induce Trumbull to use some efforts in my behalf. He says that he could not induce Trumbull to do any thing whatever to forward my interests, that he would not even endorse my papers. If that had been the last of the matter, I should have felt that I was but one of hundreds, and soon forgotten the entire subject, for I had always felt that my chances were as in a
lottery with one prize to a hundred or two blanks. But some ten days ago a propposition came to me
from a person in Lacon who stated that he was in the confidence of a person in Alton who was opperating
for Trumbull, stating that he the Alton man, would secure for me
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;through Trumbull an appointment worth from fifteen hundred to two Thousand dollars a year on the following conditions - that I pay Trumbull four hundred dollars down, and the ballance of a thousand dollars
in payments. I was disgusted, insulted, and more, humiliated - to think that a man for whome the people of Illinois had done as much as for Lyman Trumbull, should ask money from their hands for his influence in appointments he chanced to control. I saved some two hundred dollars out of my Post Office servises last winter, and shall start about the middle of May for Minnesota with my family. I shall stay until fall, and if during the summer two or three hundred dollars can be made out of my old accounts, I shall try the winter there. I hope - but allmost against hope - that my

Cent. for 40 miles up, and an army and the expenditure of half a million of dollars would hardly dislodge them.  You get the importance of hold-

&lt;/p&gt;&lt;p&gt;4th of March &amp;amp;c." Very well. Gen. Ball's

&lt;/p&gt;&lt;p&gt;was promised to an Ill. gentleman
&lt;/p&gt;&lt;p&gt;made no overtures to Mr. Lincoln in
&lt;/p&gt;&lt;p&gt;behalf of Gen. Ball for that, or any
&lt;/p&gt;&lt;p&gt;other position, choosing rather to
&lt;/p&gt;&lt;p&gt;wait until the rush of office seekers
&lt;/p&gt;&lt;p&gt;had somewhat subsided. We, as
&lt;/p&gt;&lt;p&gt;the friends of the Gen, now ask
&lt;/p&gt;&lt;p&gt;his appointment to an Auditorship -
&lt;/p&gt;&lt;p&gt;Third Auditor perhaps - and ask his
&lt;/p&gt;&lt;p&gt;most prominent friends to reccommend

&lt;p&gt;him to Mr. Chase for such
&lt;/p&gt;&lt;p&gt;appointment. Knowing you to

&lt;/p&gt;&lt;p&gt;The friends of education were quite surprised at a proposition made in the Legislature of our State last winter, to abolish the Department of Public Instruction as an unnecessary expense and assign its duties to the office of Secretary of State.
&lt;/p&gt;&lt;p&gt;The argument used was that at an early day Pennsylvania, Ohio, and some of the older States did not find a Superintendent of Public Instruction necessary.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;You are probably aware that this State has a Congressional grant of lands of 1280 acres for each township, and that ultimately we ought to be educationally a leading State in the valley of the Mississippi.
&lt;/p&gt;&lt;p&gt;If you can at your earliest convenience drop me a brief note, commending the importance of maintaining an efficient central supervision of public instruction from the very infancy of a commonwealth, and the folly of adopting the usages that were in vogue twenty five or fifty years ago, you would confer a 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;favor, and do much to strengthen those who are endeavoring to lay a solid foundation for the State.

&lt;/p&gt;&lt;p&gt;The friends of education were quite surprised at a proposition made in the Legislature of our State last winter, to abolish the Department of Public Instruction as an unnecessary expense and assign its duties to the office of Secretary of State.
&lt;/p&gt;&lt;p&gt;The argument used was that at an early day Pennsylvania, Ohio, and some of the older States did not find a Superintendent of Public Instruction necessary.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;You are probably aware that this State has a Congressional grant of lands of 1280 acres for each township, and that ultimately we ought to be educationally a leading State in the valley of the Mississippi.
&lt;/p&gt;&lt;p&gt;If you can at your earliest convenience drop me a brief note, commending the importance of maintaining an efficient central supervision of public instruction from the very infancy of a commonwealth, and the folly of adopting the usages that were in vogue twenty five or fifty years ago, you would confer a 
&lt;/p&gt;

&lt;p&gt;favor, and do much to strengthen those who are endeavoring to lay a solid foundation for the State.

Having had the honor of making your acquaintance at St. Louis &amp;amp; Jacksonville, as you will perhaps recollect, during the excited but interesting campaign which is now behind us, and having been treated by you with a kindness and distinction which I have not forgotten, I may perhaps be excused for addressing these few lines to you in a matter in which I am personally interested. I have tried, as you kindly gave me credit for, to do the best I could, to promote the republican cause in Illinois. Whether I was successful in my efforts or not; whether I have made the impressions and wrought the changes which I desired to make and to work, I must leave to those to determine who remained there after I had gone. At all events I have endeavored to be useful, and, wherever I spoke in your state, our friends gave me the assurances that they considered themselves under obligations to me for what I had done. Whether this was a mere complimentary phrase, or whether it was intended to mean something, I must, again, leave to others to determine. But it may be that the time has
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;come, when I may take the liberty of calling on those friends with the request to redeem their assurances. I am not an applicant for anything; for, if my services to the republican party should not &lt;u&gt;entitle&lt;/u&gt; me to be recognized, I would have too much self-esteem to ask for any &lt;u&gt;favors&lt;/u&gt;.  But I desire to place the administration in possession of the facts at least, so that it may be able to appreciate whatever little value my services might have had. I do not think that it will be immodest on my part, if I ask our friends in the states which I have canvassed during the campaign, to say (by letter or otherwise) whether they consider that I have benefitted the republican cause in their respective states, and to what extent they think that I have done so. Am I entitled to such a testimonial at the hands of the republicans of Illinois? To you as their standard bearer I leave the decision of this question. If you should feel disposed to answer it in the affirmative would you be willing to say so in a letter to the President? If, however, you should come to the conclusion to answer it in the negative: I hope you will treat this letter as a private one, and dismiss the subject from your further consideration. In either event you may rest assured that those feelings of high regard

Having had the honor of making your acquaintance at St. Louis &amp;amp; Jacksonville, as you will perhaps recollect, during the excited but interesting campaign which is now behind us, and having been treated by you with a kindness and distinction which I have not forgotten, I may perhaps be excused for addressing these few lines to you in a matter in which I am personally interested. I have tried, as you kindly gave me credit for, to do the best I could, to promote the republican cause in Illinois. Whether I was successful in my efforts or not; whether I have made the impressions and wrought the changes which I desired to make and to work, I must leave to those to determine who remained there after I had gone. At all events I have endeavored to be useful, and, wherever I spoke in your state, our friends gave me the assurances that they considered themselves under obligations to me for what I had done. Whether this was a mere complimentary phrase, or whether it was intended to mean something, I must, again, leave to others to determine. But it may be that the time has
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;come, when I may take the liberty of calling on those friends with the request to redeem their assurances. I am not an applicant for anything; for, if my services to the republican party should not &lt;u&gt;entitle&lt;/u&gt; me to be recognized, I would have too much self-esteem to ask for any &lt;u&gt;favors&lt;/u&gt;.  But I desire to place the administration in possession of the facts at least, so that it may be able to appreciate whatever little value my services might have had. I do not think that it will be immodest on my part, if I ask our friends in the states which I have canvassed during the campaign, to say (by letter or otherwise) whether they consider that I have benefitted the republican cause in their respective states, and to what extent they think that I have done so. Am I entitled to such a testimonial at the hands of the republicans of Illinois? To you as their standard bearer I leave the decision of this question. If you should feel disposed to answer it in the affirmative would you be willing to say so in a letter to the President? If, however, you should come to the conclusion to answer it in the negative: I hope you will treat this letter as a private one, and dismiss the subject from your further consideration. In either event you may rest assured that those feelings of high regard

Of its contents I am unadvised, but judging of its import, I deem advisable that your Excellency should be informed of the fact that this man Kinsey did, on the morning of the 19th Inst. hoist above the top of his own residence, a campaign flag, bearing the inscription of "&lt;u&gt;Douglas&lt;/u&gt;, &lt;u&gt;Johnson&lt;/u&gt; &amp;amp; &lt;u&gt;Nonintervention&lt;/u&gt;" - and that he refuses to take it down to the great annoyance of the Loyal Republicans with whom he has hitherto professed to act - and to the great delight of the sympathisers with Southern treason and rebellion in this Community.  Mr. Kinsey cannot be ignorant of the fact that this act of his is a public repudiation of the legally constituted authorities of the United States, and the substitution of men in their stead, who have been legally and Constitutionally rejected by the American people at the ballot box.  Mr. Kinsey is now expecting an appointment from Mr. Lincoln.  I have notified Mr. Lincoln of his conduct.
